KANIGARAN–Mulai Februari 2019 nanti, sebanyak 1.300 warga tergolong miskin di Kota Probolinggo bakal menerima Bantuan Pangan Non Tunai (BPNT) dari Dinas Sosial setempat. Untuk melancarkan distribusi bantuan tersebut, telah dilakukan penandatanganan kerja sama antara Pemkot Probolinggo dengan Bulog Sub Divre Probolinggo.

Penandatanganan itu dilakukan Wali Kota Probolinggo Rukmini; Kepala Dinsos Zainullah dan Kepala Bulog Sub Divre Probolinggo Hermawan, di Ruang Transit Wali Kota, Jumat (25/1). Disaksikan Asisten Ekonomi Pembangunan Ahmad Sudiyanto, Asisten Pemerintahan Gogol Sudjarwo, para camat dan kepala OPD (Organisasi Perangkat Daerah) terkait.

Pemberian BPNT mengacu pada SK Mensos No 4/HUK/2018 yang menyebutkan Pemprov dan Pemkab/Pemkot dapat mengangarkan pada APBD bansos untuk menambah pagu penerima bansos, bagi keluarga yang dianggap miskin. Serta tidak termasuk dalam daftar KPM (Keluarga Penerima Manfaat), sesuai dengan kemampuan daerah. Setelah memprioritaskan pemenuhan belanja urusan pemerintahan wajib dan pilihan, kecuali ditentukan lain dalam ketentuan peraturan perundangan.

Melalui BNPT itu, diharapkan dapat memenuhi program percepatan pengentasan kemiskinan yang ada di Kota Probolinggo. Serta memberikan bantuan kepada KPM yang berpenghasilan rendah sesuai instruksi Presiden RI nomor 5 tahun 2015 dan tidak masuk dalam program BPNT pusat.

Kepala Dinsos Zainullah menjelaskan, sasaran pemberian bansos yang bersumber APBD 2019 adalah 1.300 KPM yang tersebar di 29 kelurahan di 5 kecamatan. Besar bantuan yang diberikan sebesar Rp 110 ribu setiap bulannya, selama 9 bulan. “Bantuannya berupa beras dan telur. Anggaran yang kami siapkan Rp 1,5 M itu termasuk bantuan dan operasional kegiatan,” katanya.

Sebenarnya, pada 2018, Dinsos sudah memberikan bantuan sembako pada 85 KM yang alokasi dana dari APBD murni dan 200 KPM dari P-APBD 2018.  Sesuai jumlah Basic Data Terpadu (BDT) atau jumlah orang miskin di Kota Probolinggo ada 40 persen atau sekitar 20 ribu keluarga. Namun yang mendapat bantuan dari pemerintah pusat melalui BNPT 2018 dari Kementerian Sosial RI hanya 12.465 keluarga.

“Jadi, masih ada sekitar 7.435 keluarga yang tergolong miskin belum tercover oleh pusat. Untuk 1300 sudah kami cover di 2019, kan masih ada sisanya, ini juga harus kami pikirkan kembali,” terang mantan Kepala Dinas Kominfo itu.

“Semoga pada tahun akan datang, Pemkot Probolinggo melalui anggaran daerah dapat lebih banyak memberi bantuan sosial pangan ini, sesuai kemampuan anggaran daerah,” imbuhnya.

Kepala Sub Divre Bulog Probolinggo, Hermawan menyambut baik kerja sama pendistribusian BPNT milik Pemkot Probolinggo ini. Ia berkomitmen melayani dengan sangat baik, ikhlas dan sepenuh hati memberikan yang terbaik bagi masyarakat khususnya.

“Kami dari Bulog mengucapkan terimakasih sudah mempercayakan pada kami. Semoga bisa berlanjut dan apa yang diharapkan bisa berjalan dengan baik. Jika ada kekurangan pada saat pendistribusan berlangsun bisa disampaikan kepada kami,” katanya usai melakukan penandatanganan.

Pendistribusian BPNT melalui RPK (Rumah Pangan Kita) milik Bulog tersebar di 5 kecamatan di Kota Probolinggo. Wali Kota Rukmini berharap, agar Bulog memberikan pelayanan yang baik pada KPM. Baik dari segi kualitas beras dan telur, tetapi sesuai prinsip 6T. Yakni, tepat sasaran, tepat jumlah, tepat waktu, tepat kualitas, tepat harga dan tepat administrasi.

“Kualitas bagus, penyalurannya cepat. Mudah-mudahan pelaksanakan bantuan kepada KPM bisa segera ditindaklanjuti sehingga masyarakat bisa menerima bantuan yang telah menjadi haknya. Bantuan ini mudah-mudahan bisa berjalan dengan baik, lancar tidak ada apa-apa. Mudah-mudahan bisa memberikan nuansa kemajuan yang baik untuk Kota Probolinggo,” harap Wali Kota Rukmini, yang esok (28/1) akan mengakhiri masa tugasnya. (famydecta/humas)

 

Starting in February 2019, as many as 1,300 residents classified as poor in Probolinggo city will receive Non-Cash Food Assistance (BPNT) from the local Social Affairs Agency (Dinsos). To expedite the distribution of aid, collaboration was signed between Probolinggo municipal administration and Probolinggo State-owned Logistics Company (Bulog) Sub Divog.

The signing was carried out by Probolinggo Mayor Rukmini, Head of Dinsos Zainullah and Head of Bulog Sub Divre Probolinggo Hermawanto, in the Transit Room of the city hall on Friday (1/25). It was witnessed by Development Economics Assistant Ahmad Sudiyanto, Government Assistant Gogol Sudjarwo, sub-district heads and heads of the Regional Working Units (OPD).

The granting of BPNT was based on the Social Ministerial Decree No. 4 / HUK / 2018 which states that the Provincial Government and Regency / City Government can provide budget to the Social Assistance Regional Budget to increase the ceiling for social assistance recipients, for poor families, excluded people in the list of KPM (Beneficiary Families), based on the ability of the region. This can be conducted after prioritizing the fulfillment of mandatory and optional government affairs expenditure, unless otherwise specified in the provisions of the legislation.

Through the BNPT, it is expected to fulfill the poverty alleviation acceleration program in Probolinggo City as well as assisting low-income KPMs according to Indonesian President’s instruction number 5 of 2015 and not included in the central BPNT program.

 Head of Dinsos Zainullah explained the target of providing social assistance from 2019 APBD is 1,300 KPM spread across 29 urban villages in 5 sub-districts. The amount of assistance provided is IDR 110 thousand every month, for 9 months. “The assistance is in the form of rice and eggs. The budget we prepared is Rp 1.5 billion, including assistance and operational activities,” he said.

Actually, in 2018, Dinsos has provided nine-basic necessities for 85 poor families, with funds allocated from the local budget and 200 KPM taken from revised local budget 2018. According to the number of Integrated Basic Data (BDT) or the number of poor people in the city, there are 40 percent or around 20 thousand families. However, only 12,465 families received assistance from the central government through BNPT 2018 from the Indonesian Ministry of Social Affairs.

“So, there are still around 7,435 families classified as poor who have not been covered by the central government. We have covered 1300 in 2019; we still have some left.  We also have to think again,” explained the former Head of the Communication and Information Agency.

“Hopefully in the coming year, Probolinggo municipal administration can provide more food social assistance, according to the ability of the local budget,” he added.

Head of Probolinggo Bulog Sub Divre, Hermawan welcomed the cooperation in the distribution of BPNT. He is committed to serving very well, sincerely and wholeheartedly giving the best for the people.

“We would like to say thank you for entrusting us. Hopefully, we can continue the collaboration and what is expected can go well. If there are deficiencies at the time of distribution, it can be reported to us,” he said after signing.

BPNT distribution through RPK (Rumah Pangan Kita) owned by Bulog is spread in 5 sub-districts in Probolinggo City. Mayor Rukmini hopes that Bulog will provide good service to KPM both in terms of the quality of rice and eggs, and qualify the 6T principle including right on target, right amount, right on time, right quality, right price and right administration.

“Good quality, fast distribution. Hopefully, the implementation of the assistance to KPM can be immediately followed up so that the community can receive the assistance that has become their right. Hopefully, this can work well, smoothly, nothing will happen, and it can provide a nuance of good progress for the city,” hope Mayor Rukmini, who tomorrow (1/28) will end her term of service as a mayor.
