Tepat tanggal 21 Maret 2016, Pemerintah Kota Probolinggo melaksanakan apel besar di alun-alun kota dalam rangka memperingati HUT Satpol PP ke-66, HUT Satlinmas ke-54 dan HUT Pemadam Kebakaran ke-97. “HUT Satpol PP itu berjenjang. Jika di tingkat nasional tanggal 3 Maret dan di provinsi 15 Maret, Satpol PP Kota Probolinggo merayakannya tanggal 21 Maret,” ujar Kasat Pol PP Wasis.

Berbagai kegiatan disiapkan untuk merayakan HUT Satpol PP tahun ini. Bersamaan dengan apel besar, digelar pula bakti sosial serta donor darah. Atraksi senam poco-poco, senam tongkat Satpol PP, simulasi pemadam kebakaran hingga tasyakuran tak luput menjadi pelengkap. Selain itu, di pra acara, lomba PBB tingkat kecamatan dan jalan sehat juga melengkapi event ini.

Ditanya mengenai inovasi yang dilakukan Satpol PP, Wasis menyatakan bahwa hingga kini tak ada inovasi yang menonjol. “Tidak ada hal yang baru tetapi lebih ke peningkatan, kalau dulu sudah kondusif, ditingkatkan lagi. Perluas jangkauan razia ke tempat-tempat tersembunyi, jadi tidak hanya di fasum-fasum terbuka,” ujar Wasis.

Benar saja, di akhir Februari lalu, Satpol PP setempat berhasil meringkus sejumlah siswa SMA yang bolos sekolah dan nangkring di rental game Play Station. “Ada 6 siswa yang terjaring kemarin. Tempatnya ndelik di belakang kecamatan Kademangan,” jelas Wasis.

Seiring bertambahnya usia, Wasis mengaku tugas instansi binaannya tak semakin ringan. Masih banyak tugas dan kewajiban Satpol PP sebagai penegak perda yang hingga kini belum rampung.

Salah satunya pedagang kaki lima (PKL) yang berjualan di atas aliran sungai. Misalnya PKL yang berjualan di sebelah RSUD Dr. Moh. Saleh. Aktivitas PKL di area tersebut menurut Wasis tidak dibenarkan. “Dari sisi higienis tentunya kurang, karena berdekatan dengan TPS rumah sakit yang banyak mengandung B3 (bahan berbahaya dan beracun),” terangnya.

Menyikapi masalah ini Satpol PP setempat tengah berkoordinasi dengan pihak terkait untuk menyelesaikannya.Butuh waktu untuk menindaklanjuti hal ini. Cost-nya cukup besar,” ujarnya.

Tak hanya berjualan di atas aliran sungai, belakangan banyak pula PKL yang berjualan di pinggir jalan utama di Kota Probolinggo. Penjual musiman ini menggunakan mobil atau sepeda motor sebagai tempat berjualan. Terkait hal ini, Wasis mengaku pihaknya telah melakukan operasi ke lokasi. “Kendalanya, ketika kami datang, mereka langsung pergi. Namun, tak lama mereka kembali lagi. Jadi kucing-kucingan,” ujar Wasis.

Selain itu, Satpol PP setempat juga telah berkoordinasi dengan Dinas Koperasi, Energi Mineral, Industri dan Perdagangan (Diskoperindag) untuk memfasilitasi tempat berjualan bagi mereka.

 “Kami juga minta Diskoperindag agar bisa membuatkan tanda larangan berjualan di pinggir jalan. Mereka sanggup namun masih belum bisa terealisasi hingga saat ini,” terang Wasis.

Hal ini dilakukan karena aktivitas PKL tersebut dapat membahayakan pengguna jalan ataupun konsumen. “Karena di pinggir jalan, ini tentu bahaya. Mengganggu ketertiban lalu lintas. Keamanan dan kenyamanan pelanggan pun tidak bisa terjamin,” pungkas Wasis._alfienhandiansyah

 

 

On March 21st 2016, Probolinggo City Government held a ceremony at the city square in commemorating the 66th Anniversary of Public Order Agency (Satpol PP), the 54th Anniversary of Community Protection Task Force (Satlinmas), and the 97th Anniversary of Firefighters. “The anniversary of Satpol PP is different in each level. Nationally, it is celebrated on March 3rd. In provincial level, it is celebrated on March 15th, while in Probolinggo city, we celebrate it on March 21st,” said the head of Satpol PP, Wasis.

Various events were held to celebrate the anniversary. Simultaneously held with the ceremony was social services and blood donor. Poco-poco gymnastic and simulation of firefighting were also being parts of the event. Besides, as pre ceremony, the agency also held marches and parades competition and health walk.

Related to innovation made by the agency, Wasis stated that there is no significant innovation recently. “There is nothing new but we concern more on improvement. We expand our range of operation to hidden sites instead of public facilities,” Wasis said.

That was 100% based-on-fact statement. Last February, Satpol PP has successfully caught 6 high-school students who played a Play Station game in a rental instead of going to school. “There were 6 students we caught in last operation. The rental site was hidden behind the office of Kademangan District,” Wasis explained. As the agency gets older, Wasis said that the duty of the agency he leads is getting heavier. There are still many duties of Satpol PP on the table.

One of the unfinished duties is the street vendors who do their business above the river. As an example, Wasis cited street vendors who sell their products above the river next to dr. Moh Saleh Hospital. “It’s not hygienic since the location is close to the garbage dump containing dangerous and toxic material (B3),” he said.

Responding to the problem, local Satpol PP has made coordination with related institutions to get it solved. “It needs time to solve it. And also, it costs a lot of money,” he said.

Another case of street vendors is that they sell their products at the sidelines of main roads. The seasonal vendors use private cars or motor bikes as a place to sell. Related to this, Wasis admitted that his side has conducted a raid to the location. “The problem is when the officers come, they ran away. But soon as we leave, they come back,” said Wasis.

Besides, local Satpol PP has made coordination with Cooperatives, Industry, and Trade Agency (Diskoperindag) to provide them a site to sell their products.

“We also ask Diskoperindag to make signs which forbid them to sell their products at the sidelines of the main roads. The agency has said yes, but it cannot be realized in the near future,” said Wasis.

The policy is made since the activity of street vendors could endanger the road users and customers. “It’s dangerous since they cannot ensure the safety of the customers when they do their business there,” Wasis ended.
