Banjir merupakan suatu hal yang sering terjadi jika sudah memasuki musim penghujan. Di Kota Probolinggo sendiri banjir juga masih sering terjadi, utamanya di jalan Soekarno Hatta tepatnya di depan kantor Dispobpar Kota Probolinggo. Banjir ini terjadi dikarenakan luapan air sungai, sehingga tak jarang banyak kendaraan bermotor yang mogok ketika memaksakan untuk menerjang banjir.

Untuk mengantisipasi hal tersebut, Jum’at (19/2) lalu Wali Kota Rukmini beserta jajarannya dan kepala BPBD Kota Probolinggo menggelar acara kerja bakti membersihkan sungai Legundi di Kecamatan Kademangan. Selain untuk mencegah banjir, membersihkan aliran sungai ini juga bertujuan untuk mencegah penyebaran penyakit demam berdarah yang mulai mewabah.

Wali Kota Rukmini mengatakan bahwa tujuan dilakukannya kegiatan ini adalah untuk mencegah terjadinya banjir dan juga memerangi penyebaran virus demam berdarah. “Bersih-bersih sungai ini tidak hanya untuk mencegah terjadinya banjir saja, tapi juga untuk mencegah penyebaran nyamuk aides aigepty yang menyebarkan virus demam berdarah,” terang Rukmini.

Kegiatan Wali Kota ini bertujuan menangani banjir dan memastikan ketersediaan air bersih untuk petani. Aksi Wali Kota ini adalah untuk menindaklanjuti pembahasan di internal Pemkot Probolinggo terkait banjir dan air sawah. Dam yang menjadi tumpuan pengaturan dari aliran sungai Legundi tersebut diharapkan agar fungsinya bisa optimal dalam mengantisipasi terjadinya banjir. Disamping itu, kebutuhan air lahan pertanian yang selama ini belum tercukupi bisa teratasi.

Selain membersihkan sungai Legundi, Wali Kota beserta jajarannya juga terus melakukan pembersihan sungai-sungai lainnya. Seperti yang dilakukan di sungai Kedunggalen, Wali Kota Rukmini langsung turun tangan dengan menyapu dan membersihkan sampah di sekitar sungai.

Kepada masyarakat Wali Kota meminta agar menjaga kebersihan lingkungan dan tidak membuang sampah ke sungai yang bisa berakibat terhambatnya aliran sungai dan akhirnya menyebabkan banjir.  “Untuk menjaga kebersihan lingkungan, khususnya Sungai Legundi. Saya berpesan agar warga sekitar selalu menjaga kebersihan dan tidak membuang sampah ke aliran sungai karena dapat menumpuk dan menyumbat dam. Hal inilah yang nantinya akan mengakibatkan banjir ketika hujan lebat,” ujar Rukmini.

Seperti saat dilakukan pembersihan aliran sungai Legundi, pada dam tersebut terdapat banyak sampah. Tidak hanya sampah rumah tangga saja, bahkan ada kasur yang menyumbat aliran sungai tersebut. Untuk menaikkan kasur tersebut butuh lebih dari 5 orang untuk mengangkatnya.

Dengan kejadian tersebut dapat disimpulkan bahwa masih kurangnya kesadaran masyarakat dalam menjaga kebersihan lingkungan. Bahkan sampah yang tidak seharusnya dibuang di sungai seperti kasur, bantal dan guling bisa ditemukan ketika dilakukan kegiatan bersih-bersih ini.

Pemerintah sudah berupaya semaksimal mungkin untuk melakukan pembersihan aliran sungai ini agar tidak terjadi banjir. Hal ini mungkin bisa menjadi motivasi bagi masyarakat sekitar untuk ikut menjaga kebersihan lingkungan. “Seharusnya warga masyarakat juga bisa menjaga kebersihan sungai ini, tidak harus menunggu Pemerintah saja. Karena untuk menjaga kebersihan sungai, merupakan tanggung jawab bersama antara masyarakat sekitar dan juga Pemerintah sendiri,” ujar Kepala BPBD Kota Probolinggo, Amin Fredy.

Senada dengan Amin Fredy, Wali Kota Rukmini juga meminta kepada masyarakat sekitar agar ikut menjaga kebersihan lingkungan, dan tidak membuang sampah ke sungai. “Mari kita tidak berpangku tangan untuk membersihkan sampah di sungai. Karena kalau sampai tersumbat, ini akan menyebabkan banjir. Kalau soal pengerukan, itu akan menjadi tanggung jawab Pemkot dalam menanganinya. Namun yang terpenting adalah masyarakat ikut serta dalam menjaga dengan tidak membuang sampah di sungai,” tegasnya. Aldin

“Cleaning Legundi river is not only to prevent flood but also to prevent the spread of aides aigepty mosquito which causes the denge fever,” said Rukmini.

The mayor’s activity was held to anticipate the flood risk and to provide clean water for the farmers. It was the result of internal discussion of the local government related to flood and paddy water that has a main role in setting up the water flow of Legundi river. It is expected that the function of the river could be optimal in anticipating flood. Besides, it can fulfill the need of water for farmers.

Besides Legundi river, the mayor and her staffs have also cleaned other rivers such as Kedunggalen river. Mayor Rukmini herself cleaned the waste around the river.

To the citizens, the mayor asked to keep the environment clean and not to dispose waste carelessly to the river and cause flood. “To keep the environment clean, especially Legundi river, I ask to the citizens to keep the environemnt clean and not to dispose waste carelessly to the river because it can block the water flow. This would be the cause of flood when the rainy season comes,” said Rukmini.

As the mayor clean the Legundi river, there were a lot of waste at the dam. It was not just household waste but there was also a bed blocking the water flow of the river. It needed more than 5 persons to pick the bed up.

It can be concluded that there is still lack of citizens’ awareness on environment. Things that should not be disposed in the river like bed, pillow and else can be found in the activity.

 

The local government has done many efforts to clean the river, preventing flood. This could be a motivation for the citizens to participate to keep the environment clean. “The citizens should keep the river clean without waiting the government’s order. It is the responsibility of any sides including the citizens and the government,” said the head of BPPD, Amin Fredy.
