Untuk melakukan penertiban keamanan laut di wilayah perairan Kota Probolinggo, baru-baru ini tim gabungan keamanan laut menggelar patrol. Kali ini, patroli tersebut dipimpin langsung Wali Kota Rukmini bersama tim gabungan. Hasilnya, petugas menangkap kapal yang tak punya izin berlayar dari pihak berwenang.

Tim gabungan patroli keamanan laut terdiri dari Dinas Kelautan dan Perikanan (DKP) Kota Probolinggo, Dinas Perhubungan (Dishub) setempat, TNI Angkatan Laut, Pol Air, Kesyahbandaran Otoritas Pelabuhan (KSOP), Pengawasan Sumber Daya Kelautan dan Perikanan (PSDKP), serta Satpol PP setempat.

Wali Kota Rukmini ingin memantau langsung kegiatan patroli kemanan laut yang selama ini dilaksanakan. Tim gabungan mengawali patroli dari Pelabuhan Perikanan Pantai (PPP) Mayangan hingga sejauh 4 mil wilayah perbatasan perairan Kota Probolinggo dan Pulau Gili Ketapang (Kabupaten Probolinggo).

Kepala DKP setempat Yudha Sunantya menyatakan kegiatan ini merupakan agenda rutin yang dilaksanakan tim gabungan keamanan laut. “Minimal 2 bulan sekali. Kali ini kami ingin mengecek langsung keberadaan kapal-kapal nelayan, apakah mereka sudah mengikuti aturan yang ada atau tidak,” jelas Yudha.

Pada patroli kali ini, tim gabungan keamanan laut menemukan satu kapal nelayan yang terbukti melanggar izin berlayar. Diketahui, izin berlayar kapal KM Putra Jawara telah kadaluarsa. “Izinnya terlambat satu hari. Mereka telah berlayar selama 3 hari 2 malam dan tengah dalam perjalanan pulang,”  tutur Yudha.

Namun, untuk kali ini kapal yang dinahkodai oleh Sugan tersebut masih diberi toleransi dan tidak dikenai sanksi. Jika terbukti melanggar hingga berkali-kali, Yudha menyebutkan mereka akan dikenai sanksi denda sebesar Rp 200 juta atau kurungan 1 tahun penjara.

“Kami minta segera setelah sampai, mereka harus segera mengurusi izinnya. Dan beritahukan pada pemilik kapal agar tidak menyepelekan izin berlayar,” tutur mantan Kepala Dinas Pertanian ini.

Wali Kota Rukmini mengaku ini pertama kalinya dirinya mengikuti patroli kemanan laut. “Jadi tahu suka duka nelayan ketika berlayar, pun demikian dengan petugas patroli yang bertugas untuk melakukan pengawasan di wilayah laut,” ujar Rukmini.

Rukmini berharap ke depan pemilik kapal dapat memerhatikan izinnya. “Baik izin berlayar maupun zona penangkapan ikan yang diperbolehkan,” tutur Rukmini.

Terkait zona penangkapan ikan, Yudha menjelaskan bahwa tiap jenis kapal diperbolehkan menangkap ikan di zona-zona yang telah ditetapkan. “Untuk kapal berukuran dibawah 5 ton diperbolehkan menangkap ikan sejauh 4 mil. Sedangkan untuk kapal diatas 5 ton zona penangkapannya harus sejauh 12 mil,” jelas Yudha. Dalam hal ini, kapal yang berukuran diatas 5 ton tidak diperbolehkan menangkap ikan di zona 4 mil yang notabene wilayah penangkapan ikan bagi kapal-kapal kecil.

Menurut Yudha, proses izin berlayar sebenarnya tidak rumit, namun kebanyakan kapal menyepelekan hal ini. Sementara itu, sesuai dengan amanat Undang-undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah, menetapkan bahwa bidang kelautan menjadi wewenang Pemerintah Provinsi. Menanggapi hal ini, Yudha berharap agar nantinya dalam hal pengawasan, ada koordinasi yang baik dengan pemerintah kota.

“Mulai tahun depan, bidang kelautan memang menjadi kewenangan Pemerintah Provinsi. Namun saya harap keamanan laut ini bisa kita laksanakan bersama. Ada koordinasi yang baik dengan pemerintah kota,” ujar Yudha. alfienhandiansyah

The joint team involved local Maritime Affairs and Fisheries Agency (DKP), Transportation Agency, Indonesian Navy (TNI AL), Water Police Unit (Pol Air), KSOP, PSDKP, and local Public Order Agency.

Mayor Rukmini wanted to observe herself the activity of sea patrol that has been implemented. The joint team started the patrol from PPP harbor, Mayangan district, and sailed until the border of the city’s water area (4 miles) and Gili Ketapang island (Probolinggo Regency).

The head of Probolinggo city’s Maritime Affairs and Fisheries Agency, Yudha Sunantya stated that the patrol is a routine agenda implemented by joint team of sea security. “At least it is held twice a month. Right now, we’d like to check the fishermen’s ships whether they have obeyed the rules or not,” said Yudha.

In this patrol, the team succeeded to find a ship which was found to break the license to sail. Based on the report, the license of a ship namely KM Putra Jawara was expired. “The license is one-day expired. They have been sailing for three days and 2 nights and on their way home,” Yudha said.

But, there was no sanction given to the ship. If the ship is found guilty for many times, then they would be sanctioned for IDR 200 million or 1 year in jail.

“We asked them to renew their license soon as they arrived at the harbor. And tell the ship’s owner to not to underestimate the license,” said the former head of Agricultural Agency.

Mayor Rukmini stated that this is the first time she joined a sea patrol. “I finally know the fishermen’s joy and sorrow when they are sailing and also the activity of sea patrol officers in securing the water area,” Rukmini said.

Rukmini hopes that the owner would always concern on the license. “Both the license to sail and the legal fishing zone,” she said.

Related to the fishing zone, yudha explained that each type of ship is allowed to catch fish in the determined zones. “For ships below 5 tonage, it is allowed to catch fish as far as 4 miles, while those above 5 tonage are allowed to catch fish as far as 12 miles,” Yudha said. In this case, ships above 5 tonage are not allowed to catch fish in the area of 4 miles since it is the area for small ships.

According to Yudha, the process of sailing license is not difficult, but many ships has underestimated it. Meanwhile, based on Law No. 23 of 2014 on Regional Government, it is stated that maritime affairs division would be the authority of provincial government. Responding to this, Yudha hopes that later, in supervising the sea security, there would be good coordination between the province and the city administration.

“Next year, maritime affairs division would be the authority of provincial government. But I hope that we can do this together. Both sides should have good coordination,” Yudha ended.
