Sukses Efisiensi, Jargas di Probolinggo Bertambah

MAYANGAN–Proses pembangunan jaringan gas (jargas) rumah tangga oleh Kementerian ESDM di Kota Probolinggo sudah rampung. Yang istimewa, dari rencana total 5.025 sambungan yang dipasang, realisasi di lapangan justru bertambah menjadi 5,088 sambungan, karena hasil efisiensi dalam proyek tersebut.

Selasa (5/3) siang, peresmian jaringan gas rumah tangga di Kota Probolinggo kembali dilaksanakan. Kali ini digelar di Kelurahan Mangunharjo, Kecamatan Mayangan. Sebelumnya, peresmian serupa telah dilakukan oleh Kementerian ESDM di wilayah Kelurahan Jati, Kecamatan Mayangan pada 2018 lalu.

Peresmian jargas siang itu, dihadiri Wali Kota Hadi Zainal Abidin; Wawali HMS Subri; Wakil Kepala SKK Migas Sukandar; Staf Ahli Menteri ESDM Prahoro Nurtjahjo; Direktur Teknik dan Lingkungan Migas Adhi Wibowo; Direktur Komersil PT PGN Dhani Pradipta; Forkopimda dan sejumlah pejabat Kementerian ESDM, SKK Migas dan kepala OPD Pemkot Probolinggo.

Jargas Probolinggo dibangun di 4 kelurahan di wilayah Kecamatan Mayangan yaitu Kelurahan Wiroborang, Jati, Mangunharjo serta Mayangan. Pasokan gasnya berasal dari PT. Husky CNOOC Madura Limited (HCML) dengan jumlah volume alokasi gas sebesar 0,2 mmscfd dimana pengaliran gas oleh HCML diperintahkan oleh SKK Migas.

Ajukan Penambahan Jaringan

Program pembangunan jargas merupakan salah satu program yang mendukung diversifikasi energi dan dilaksanakan untuk mengoptimalkan pemanfaatan potensi gas bumi melalui pipa bagi sektor rumah tangga. Dengan menggunakan dana APBN, pengoperasian dan pengembangan jargas ditugaskan kepada BUMN. Untuk jargas Probolinggo, pengoperasiannya dilakukan oleh PT Perusahaan Gas Negara (PGN) Tbk.

Wali Kota Hadi Zainal Abidin mengatakan, pembangunan jargas di Kota Probolinggo baru mencapai 40 persen. Menurutnya, pembangunan sambungan ini disambut antuasias oleh masyarakat. Bahkan, sampai ada waiting list sebanyak 800 kepala keluarga di Kecamatan Mayangan saja.

Pemkot Probolinggo sendiri telah melayangkan surat ke Menteri ESDM pada 30 Mei 2018. Isinya, tentang permohonan penambahan jaringan gas rumah tangga sebanyak 10 ribu sambungan yang rencananya akan dialokasikan ke Kecamatan Kademangan.

“Masyarakat sangat mengharapkan sambungan jargas ini karena sudah merasakan adanya penghematan dan betul-betul bermanfaat. Kota Probolinggo masih membutuhkan jargas lebih banyak, surat sudah kami kirimkan dan mudah-mudahan terealisasi,” harapnya.

Sebagai mantan anggota DPR RI, Habib Hadi paham betul jika memasuki bulan Maret pembahasan RAPBN sudah dimulai. “Mudah-mudahan Kota Probolinggo bisa masuk di penganggaran, jadi akan bertambah sambungan jargasnya. Karena secara infrastruktur dan ketersediaan gas, masih mencukupi,” imbuhnya.

Jika harapan Pemkot Probolinggo terwujud, jelas akan meringankan dan mengurangi beban biaya kebutuhan sehari-hari bagi masyarakat. Ada 10 ribu jaringan yang akan dipasang di Kelurahan Sukabumi kemudian bergeser ke wilayah Kecamatan Kademangan.

“Terus akan kami maksimalkan jaringannya. Masyarakat begitu antusias dan berharap ini terealisasi. Karena saya melihat sendiri begitu luar biasanya permintaan masyarakat,” imbuh Habib Hadi.

Wakil Kepala SKK Migas Sukandar pun memberikan angin segar. Ia meminta Kementerian ESDM untuk mengawal surat permintaan tambahan 10 ribu sambungan tersebut. “Karena Maret sudah prepare APBN 2020. Insyaallah tahun depan ada tanbahan demi menumbuhkan ekonomi masyarakat Kota Probolinggo,” katanya.

Rasakan Manfaat Jargas

Keuntungan lain selain mengirit pengeluaran hampir Rp 90 ribu setiap bulannya, menggunakan gas bumi juga bisa mengurangi emisi gas buang yang akan membuat penurunan tingkat pencemaran lingkungan secara signifikan.

Gas bumi juga aman karena  karena tekanan jargas lebih rendah dari tekanan LPG. Artinya, apabila ada kebocoran, gas langsung naik ke atas ke udara bebas.

“Pakai gas bumi juga tidak repot karena tersedia 24 jam. Ibu-ibu  tidak perlu takut kehabisan bahan bakar jika sedang memasak,” ujar Sukandar.

Sukandar pun berpesan, mengharapkan Pemkot Probolinggo dan masyarakat untuk ikut mengamankan infrastruktur jaringan gas untuk rumah tangga yang telah dibangun menggunakan dana APBN 2018 itu. “Memelihara adalah hal yang paling sulit. Kami harap partisipasi masyarakat untuk menjaga jaringan yang ada,” terang Sukandar.

Soal harga, sesuai penetapan BPH Migas yang telah disosialisasikan, untuk Kota Probolinggo Rp 4.250 per meter kubik (bagi rumah tangga 1 atau kebutuhan memasak). “Untuk klasifikasi R2, seperti home industry dikenakan tarif Rp 6000,” kata Direktur Komersil PT PGN Dhani Pradipta.

Kabag Administrasi Perekonomian Wawan Soegyantono menjelaskan, agar tidak timbul keracuan di masyarakat, pihaknya bersama PT PGN dan kelurahan akan menggelar sosialisasi kepada masyarakat khususnya yang sudah terpasang sambungan jargas.

“Nanti dalam waktu dekat akan kami laksanakan. PT PGN sendiri sebenarnya sudah punya kantor di Kota Probolinggo di Jalan Hayam Wuruk. Untuk pembayaran bisa dilakukan di toko waralaba,” tutur Wawan.

The process of installing a household gas network by the Ministry of Energy and Mineral Resources in Probolinggo City has been completed. What is special, from the planned total of 5,025 connections installed, the realization in the field actually increased to 5,088 connections, due to the results of efficiency in the project.

Tuesday (3/5) afternoon, the inauguration of the household gas network in Probolinggo City was again carried out. It was held in Mangunharjo Sub-district, Mayangan District after a similar event successfully carried out by the Ministry of Energy and Mineral Resources in the area of Jati Sub-district, Mayangan District in 2018.

The opening ceremony was attended by Mayor Hadi Zainal Abidin; Vice Mayor of HMS Subri; Deputy Head of SKK Migas (The Upstream Oil and Gas Regulatory Special Task Force) Sukandar; Expert Staff of Minister of Energy and Mineral Resources Prahoro Nurtjahjo; Director of Oil and Gas Engineering and Environment Adhi Wibowo; PT PGN Commercial Director Dhani Pradipta; Forkopimda and a number of officials from the Ministry of Energy and Mineral Resources, SKK Migas and the head of the working units of Probolinggo Municipality.

Probolinggo gas network was built in 4 urban villages in Mayangan Sub-district, including Wiroborang, Jati, Mangunharjo, and Mayangan. The gas supply comes from PT. Husky CNOOC Madura Limited (HCML) with a gas allocation volume of 0.2 mmscfd where gas flow by HCML was ordered by SKK Migas.
Asking for Network Additions

The gas network program is one program that supports energy diversification and is implemented to optimize the utilization of natural gas potential through pipes for the household sector. By using state budget funds, operations and development of the gas network are assigned to SOEs. For Probolinggo, the operation is carried out by PT Perusahaan Gas Negara (PGN) Tbk.

Mayor Hadi Zainal Abidin said the construction of the gas network in Probolinggo City had only reached 40 percent. According to him, the construction of this connection was welcomed by the community. In fact, there is a waiting list of 800 heads of families in Mayangan District.

Probolinggo Municipality has sent a letter to the Minister of Energy and Mineral Resources on May 30, 2018. It says about the request for an additional 10 thousand household gas networks which are planned to be allocated in Kademangan Sub-District.

“People really expect this gas network connection because they already can do the savings and can get the benefit of it. Probolinggo City still needs more space, we have sent the letter and hopefully it will be realized,” he hoped.

As a former member of the House of Representatives, Habib Hadi understood very well that in this March, the discussion of the state budget draft (RAPBN) had begun. “Hopefully Probolinggo City would be included in the budget, so the connection will increase. Because in terms of infrastructure and gas availability, it is still sufficient,” he added.

If the expectations of Probolinggo Municipality are realized, it will clearly alleviate and reduce the cost of daily needs for the community. There are 10 thousand networks that will be installed in the Sukabumi Sub-district and then to Kademangan District area.

“Then we will maximize the network. The community is so enthusiastic and hopes this will be realized. Because I see for myself, the people’s demand is so extraordinary,” added Habib Hadi.
SKK Migas Deputy Head Sukandar also gave a positive response. He asked the Ministry of Energy and Mineral Resources to oversee the request for an additional 10 thousand connections. “Since in this March the 2020 State Budget would be prepared, God willing, next year there will be additional efforts to grow the economy of the people of Probolinggo City,” he said.

The Benefits of Gas network
Other benefits besides saving expenses of almost Rp. 90 thousand every month, using natural gas can also reduce exhaust emissions which will significantly reduce the level of environmental pollution.

Natural gas is also safe because the pressure of the gas is lower than LPG pressure. That is, if there is a leak, the gas immediately rises up into the air.

“Using natural gas is also not a hassle because it is available 24 hours. Women do not need to be afraid to run out of fuel if they are cooking,” Sukandar said.

Sukandar also advised, expecting Probolinggo Municipality and the people to participate in securing gas network infrastructure for households that had been built using the 2018 state budget funds. “Maintaining is the most difficult thing. We hope that the community participates in maintaining the existing network,” Sukandar explained.

Asked about the tariff, according to the stipulation of BPH Migas that has been informed to Probolinggo City, is about Rp. 4,250 per cubic meter (for households 1 or cooking needs). “For R2 classifications, such as home industry, the tariff is Rp. 6,000,” said PT PGN Commercial Director Dhani Pradipta.

Head of the Economic Administration Division, Wawan Soegyantono, explained that in order not to cause public confusion, his party together with PT PGN and the urban village would hold a dissemination program to the community, especially those who had installed gas network connections.

“We will implement it in the near future. PT PGN itself already has an office in Probolinggo City on Jalan Hayam Wuruk. Payment can be made at a franchise store,” said Wawan.
After the ceremony, the Mayor of Hadi and a number of officials reviewed one of the residents’ houses. They reviewed the stoves from the gas network connection.
