Diwaduli Atap Pasar Rusak, Begini Respons Wawali

KADEMANGAN–Di tengah aksi Clean Up pasar, Sabtu (16/3) pagi, Wawali Muhammad Soufis Subri mendadak didekati warga. Sambil menunjukkan jari ke atap bangunan los pasar, warga tersebut melaporkan jika kayu atap los sudah patah dan sangat membahayakan bagi pedagang atau pengunjung pasar.

Kondisi itu terjadi di Pasar Ketapang, yang terletak di Jalan Bromo, Kelurahan Ketapang, Kecamatan Kademangan. Dengan sigap, wawali mendekati atap dan melihat kayu kuda-kuda yang keropos dimakan rayap. Dengan segera, wawali mengambil handphone kemudian memotretnya.

Kepada warga, Wawali Subri berjanji akan segera melakukan perbaikan demi kenyamanan dan keamanan pasar. Bagi Subri, inilah bagian dari seni saat seorang pemimpin turun ke bawah. Bisa mendengar dan melihat langsung seperti apa yang ada di lapangan.

“Sudah saya FU (follow up) ya ke asisten dan berkoordinasi dengan OPD (Organisasi Perangkat Daerah) terkait. Yaitu DKUPP (Dinas Koperasi UMKM Perindustrian dan Perdagangan) dan Dinas PUPR (Pekerjaan Umum Penataan Ruang). Nanti kalau DKUPP tidak siap, anggaran bisa ke PUPR. Inilah yang saya tekankan, ketika ada permasalahan, mana OPD yang on (siap dan mampu) langsung saja ambil langkah,” ujar Subri.

Sebagai seorang arsitektur, Subri membenarkan jika kondisi kuda-kuda itu memang membahayakan dan bangunan sudah lama. “Nanti tinggal perawatan saja di titik yang rusak itu. Dalam satu minggu ke depan, kami upayakan selesai,” ujarnya saat ditemui di TWSL, lokasi terakhir aksi Clean Up pagi itu.

Ditemui secara terpisah, Kepala Dinas PUPR Amin Fredy membenarkan jika sudah dihubungi langsung oleh wawali terkait temuan di Pasar  Ketapang. “Intinya, dari DKUPP tidak siap dana bisa berkirim surat ke Dinas PUPR. Insyaallah kami punya anggaran yang bersifat rutin,” jelasnya.

Sementara itu, Kepala DKUPP Gatot Wahyudi mengungkapkan jika pihaknya tidak punya anggaran untuk membenahi atap bangunan pasar. Biasanya, DKUPP menganggarkan perawatan pasar pada P-APBD di akhir tahun.

Menurut Gatot, pada 2018 saat dideteksi oleh DKUPP, tidak ditemukan kerusakan seperti sekarang di Pasar Ketapang tersebut. “Setelah dihubungi Pak Wawali, saya langsung kesana (pasar) dan ternyata memang rusaknya sekitar dua minggu lalu. Itu kerusakan baru,” kata Gatot.

Saat ditanya, PUPR siap menindaklanjuti asal DKUPP mengirim surat, Gatot pun dengan sigap menyatakan kesiapannya berkirim surat. “Saya pastikan, hari Senin (18/3) saya sudah bersurat ke Dinas PUPR karena ini (kerusakan) urgensi dan berbahaya.

Kondisi ini sepertinya mendesak maka akan kami komunikasikan dengan Dinas PUPR supaya ada percepatan,” tegas mantan Kabag Humas dan Protokol ini. (famydecta/humas)

In his visit to a traditional market, in the midst of Clean Up action, Saturday morning (16/3), Vice Mayor Muhammad Soufis Subri was suddenly approached by one of the residents. Pointing at the roof of the market, the resident reported that the roof has been cracked and would be dangerous for traders and the visitors.

This happened at Ketapang Market, located on Jalan Bromo, Ketapang sub-district, Kademangan District. The vice mayor made a direct response, approaching the cracked wooden-roof and saw himself that the roof was porously eaten by termites. He immediately took her cell phone and took a picture of it.

To the residents, Vice Mayor Subri promises will do an immediate renovation for the convenience and for the safety of the market. To him, this is part of democracy, occurred when a leader meets the residents. By having this kind of method, he can directly hear and see himself the real condition. 

“This (problem) has been followed up to the secretary assistant who will have coordination with related Regional Working Units (OPD), including Cooperatives, SMEs, Industry, and Trade Agency (DKUPP), and Public Works Agency (DPUPR). If the DKUPP is not ready (for the budget), it will be prepared by the DPUPR. This is what I always emphasize, that when there is a problem, the related working units should make a move,” Subri said.

As an architect, Subri confirmed that the condition of the roof is very dangerous. “It should be renovated. Next week, the renovation should be done,” he said at the TWSL (mini environmental zoo), the last location for Clean Up action.

 Being Handled by DPUPR

Confirmed separately, the head of DPUPR, Amin Fredy said that he has been called by the vice mayor regarding the problems found at the market. “The point is, that DKUPP is not ready for the budget and, in this case, they can send us a letter. God willing, we have the budget which is used for maintenance,” he explained.

Meanwhile, the head of DKUPP Gatot Wahyudi said that his side has no budget for renovation of the market. He admitted that the budget is usually ready when the local budget has been revised at the end of the year.

According to Gatot, in 2018, when his institution made a visit to the market, there was no problems/damages as the vice mayor just found. “After being contacted by the vice mayor, I went there and found out that the damage occurred since the last two weeks,” said Gatot.

DPUPR has stated that they are ready to fix the problem as long as DKUPP send them an official letter. Gatot said that he is ready to send the letter. “I will make sure that on Monday (18/3), the letter would be ready to be sent because this (damage) is quite urgent and dangerous. We will have coordination with DPUPR so that it can be immediately solved,” said the former head of Public Relation and Protocol Department.
