Kota Probolinggo Segera Bentuk Unit Kemetrologian Legal

BANDUNG–Tahun ini, Kota Probolinggo bakal punya Unit Kemetrologian Legal sendiri. Anggaran senilai Rp 1,2 M sudah dialokasikan oleh pemerintah pusat melalui Dinas Koperasi Usaha Mikro Perindustrian dan Perdagangan (DKUPP). Keberadaaan Unit Kemetrologian Legal adalah upaya pemerintah memberikan perlindungan kepada konsumen.

Wali Kota Probolinggo Hadi Zainal Abidin menyaksikan penandatanganan prasasti Unit Kemetrologian Legal oleh Menteri Perdagangan RI Enggartiasto Lukita, Rabu (20/3). Tepat dalam rangkaian peringatan Hari Konsumen Nasional 2019, di Lapangan Gasibu, Bandung.

Kepala DKUPP Kota Probolinggo Gatot Wahyudi menjelaskan, setelah ada aturan Undang-undang yang baru, terkait Unit Kemetrologian di masing-masing daerah yang sebelumnya ranah Pemerintah Provinsi, kini diserahkan ke kabupaten/kota.

Kota Probolinggo sendiri sedikit mengalami keterlambatan pembentukan unit. Sebab, banyak hal yang harus dipenuhi seperti kantor dan SDM (sumber dayamanusia). Untuk kantor Unit Kemetrologian Legal Kota Probolinggo, bakal menempati rumah dinas milik DKUPP di Jalan Ciptomangunkusumo.

“SDM yang mumpuni dalam hal ini, tahun 2019 sudah kami dapat dari pengadaan CPNS. Kami dapat jatah 1 orang. Sebetulnya dua, tetapi kata pusat itu sudah cukup untuk bisa start di tahun 2019,” ujar Gatot, yang ketika dihubungi masih berada di Bandung, mendampingi wali kota bersama Asisten Ekonomi Pembangunan Achmad Sudiyanto.

Selain kantor dan SDM, Kota Probolinggo juga sudah mendapat anggaran dari pusat senilai Rp 2 M. Anggaran itu untuk mobil operasional, motor dan peralatan pendukung lainnya.

Pada April mendatang, juga ada pembinaan dan pelatihan untuk SDM Unit Kemetrologian Legal di Bandung. “Target kami, yang pasti tahun ini sudah operasional. Sebelum beroperasional,tenaga ahli dilatih dulu. Nanti, untuk sementara ada pegawai dari DKUPP yang akan membantu tenaga ahli yang sudah ada,” imbuhnya.

Keberadaan Unit Kemetrologian Legal bertugas mengontrol timbangan yang ada di pasar, perusahaan, pabrik hingga pom bensin. Selama ini, DKUPP masih ndompleng ke Jogjakarta untuk melakukan pengontrolan.

“Timbangan yang ada biar tidak njomplang, yang rugi ya konsumen. Setelah ada unit ini, konsumen di Kota Probolinggo akan diuntungkan dan tidak dirugikan oleh oknum tertentu. Kami punya hak untuk mengontrol timbangannya valid atau tidak. Unit yang ada ini nantinya  memberikan kenyamanan dan perlindungan bagi konsumen,” jelas mantan Kabag Humas dan Protokol ini.

Saat ditanya soal pengaduan konsumen, Gatot menyatakan, banyak konsumen yang merasa dirugikan.Salah satunya masalah timbangan. Dan, konsumen tidak tahu harus mengadu kepada siapa.

Selain itu, ada konsumen yang membeli barang secara online tetapi barang tidak sesuai seperti yang ditawarkan. “Ini yang juga harus kita pikirkan, harus ada perlindungan bagi konsumen,” tuturnya.

Wali Kota Habib Hadi pun mendorong DKUPP untuk segera membentuk Unit Kemetrologian Legal, karena dari sisi sarana prasarana hingga anggaran sudah siap. “Karena dengan Unit Kemetrologian Legal ini semua produsen (penjual) bisa terbantu dan konsumen terlindungi. Karena sesungguhnya mencurangi timbangan atau ukuran itu hal dilarang dan jelas tidak baik. Apa yang diperoleh bisa tidak barokah,” tegasnya.

Pesan Mendag

Sepanjang 2018, ada 564 layanan pengaduan konsumen kepada pemerintah. Kondisi ini berbeda dengan konsumen di luar negeri, pengembalian produk di luar negeri oleh konsumennya mencapai 60 persen. Di Indonesia hanya 1 persen.

“Masyarakat Indonesia ini masyarakat baik hati dan pemaaf. Cenderung nerimo atas produk dan pelayanan. Ini fenomena menarik beda perilaku konsumen di negara maju dan neraga berkembang,” ujar Menteri Perdagangan RI Enggartiasto Lukita, saat menyampaikan sambutannya.

Di negara maju, konsumen cenderung menuntut jasa pelayanan dan produk selama membeli dan purna beli. Hal ini memacu produsen bisa bersaing dengan produk luar negeri. Indonesia, menurut Mendag, tidak perlu takut dengan produk luar yang penting harus ditunjukkan ke masyarakat produk Indonesia bisa dipertanggungjawabkan dan berkualitas baik.

“Mulailah produk yang penuh dengan tanggung jawab. Apakah timbangan daging, cabai dan bawang sesuai yang dibayar oleh konsumen? Tuntutan ini yang mendorong produsen retailer memperbaiki produk dan pelayanan,” urai Enggartiasto Lukita.

“Disinilah peran pemerintah untuk menjamin posisi konsumen, hak-hak konsumen guna perbaikan produk berkelanjutan. Responsif terhadap semua pengaduan masyarakat. Segala keluhan konsumen harus kita tindaklanjuti dan selesaikan dengan baik,” imbuhnya.

Kementerian Perdagangan sendiri punya tiga mandat. Yakni stabilitas harga dan ketersediaan bahan pokok, meningkatkan kinerja ekspor dan membangun revitalisasi pasar.

Dua pilar yang dipegang ada memfasilitasi produsen tumbuh berkembang dan maju serta memberdayakan konsumen.

Pemerintah membeli perhatian mendalam bagi konsumen dalam aspek kesehatan; keselamatan;standar kualitas produk; ketepatan harga dan ukuran.

Dengan begitu menjadi konsumen Indonesia yang berdaya. Sejumlah target perlindungan konsumen tahun 2019 pun telah disiapkan.

Yakni, meningkatkan kesadaran jadi konsumen yang berdaya di semua lapisan masyarakat mulai SD sampai universitas. Dengan membuat klinik pengaduan konsumen, konsumen akan dilindungi hukum untuk mendapat produk berkualitas.

“Mereka (konsumen) berhak mendapat keterangan secara jelas dan jujur tentang produk baik berupa barang dan jasa. Yang penting tepat ukuran bagi ibu-ibu, tepat minyak, daging, telur, cabe, bawang dan tepat ukuran waktu suami pulang kerja,” gurau menteri disambut gelak tawa undangan di Lapangan Gasibu.

Target perlindungan konsumen yang lain adalah evaluasi penyelenggaraan perlindungan konsumen. Artinya, menggalakkan perlindungan mulai dari pendidikan dan pembinaan produsen untuk pemenuhan standar dan pengendalian mutu.

Seperti tertib niaga pengawasan barang edar; timbangan tertib di pasar dan gerai perdagangan. Ketertiban ini sudah dijalankan oleh enam pemerintahan terbaik dalam perlindungan konsumen ialah Pemprov Jawa Barat, Pemprov Papua Barat, Pemprov Aceh, Pemprov Sulawesi Tenggara dan Pemprov Sulawesi Selatan.

“Apa yang diterapkan enam pemerintah ini bisa menjadi motivasi agar daerah lain ikut menjadi penggerak dan memberikan perlindungan konsumen,” tuturnya.

Pemerintah pusat pun siap melayani keluhan konsumen se-Indonesia. Melalui berbagai nomor telpon 0213441839 (dan sejumlah hotline lainnya).

Nah, upaya perlindungan konsumen yang terakhir adalah Unit Kemetrologian Legal. Tahun 2018 ada 194 kantor Unit Kemetrologi Legal di Indonesia. Targetnya, ada 300 unit selesai didirikan dan diresmikan di Indonesia.

“Di daerah, kami harapkan berjalan maksimal dan pengukuran tepat untuk semua produk. Dengan unit ini bisa mewujudkan pasar tertib ukur, daerah tertib ukur di seluruh Indonesia,” imbuh Enggartiasto Lukita.

Pada kesempatan itu, Mendag juga menyemangati seluruh konsumen di Indonesia untuk menjadi konsumen yang berdaya. Harus meminta kejelasan dan kejujuran, tahu hak-hak dan melindungi hak-haknya.

“Jadi konsumen yang mencintau produk dalam negeri dan menghargai hasil kary anak bangsa. Untuk pemerintah di daerah, peduli kepada konsumen, tingkatkan pengawasan atas barang dan produk yang beredar. Jaga konsumen, untuk mendorong konsumen lebih berdaya,” pesannya. (famydecta/humas)

In 2019, Probolinggo City will have its own Legal Metrological Unit. The budget of Rp. 1.2 billion has been allocated by the central government through the Agency of Cooperatives, Micro, Industry, and Trade (DKUPP). The existence of the Legal Metrology Unit is an effort made by the government to provide protection to consumers.

Mayor of Probolinggo Hadi Zainal Abidin witnessed the signing of the inscription of the Legal Metrological Unit by Indonesian Ministry of Trade, Enggartiasto Lukita’s on Wednesday (20/3). The signing was made simultaneously with the series of the commemoration of National Consumer Day 2019, at Gasibu Field, Bandung.

Head of Probolinggo City DKUPP Gatot Wahyudi explained, after there was a new regulation, related to the Metrological Unit in each region which was previously the domain of the Provincial Government, it was now handed over to the regency/city.

Probolinggo City itself experienced a slight delay in the formation of the unit, because, many things must be fulfilled such as offices and human resources (human resources). For the Probolinggo City, the Legal Metrological Unit office will occupy a DKUPP official residence on Jalan Ciptomangunkusumo.

“Qualified human resources, in this case, have been obtained in 2019 from the procurement of civil servant recruitment. We have one quota for this recruitment. Actually, we need two of them, but the central government said that it is enough to be able to start in 2019,” said Gatot, who when contacted was still in Bandung, accompanying the mayor together with the Assistant for Development Economics Affairs, Achmad Sudiyanto.

In addition to offices and human resources, Probolinggo City has also received a budget from the central government worth Rp. 2 billion. The budget is for operational cars, motorcycles, and other supporting equipment.

In April, there will also be coaching and training for the Legal Metrological Unit HR in Bandung. “Our target, which is certain this year is operational. Before operating, experts would have trained first. Later, there would be employees from DKUPP who will help the existing experts,” he added.

The existence of the Legal Metrology Unit is in charge of controlling the scales on the market, companies, factories and gas stations. During this time, DKUPP still went to Jogjakarta to make a control of it.

“The scales that are available will not be complicated, which will lose the consumers. After this unit exists, consumers in Probolinggo City will benefit and not be harmed by certain individuals. We have the right to control the scale to confirm whether it is valid or not. This existing unit will provide comfort and protection for consumers,” explained the former Head of Public Relations and Protocol Department.

Asked about consumer complaints, Gatot stated that many consumers felt disadvantaged. One of them was the problem of scales. And, consumers don’t know who to complain to.

In addition, there are consumers who buy goods online but the items do not match as offered. “This is what we also have to think about; there must be protection for consumers,” he said.

Mayor Habib Hadi also urged DKUPP to immediately form the Legal Metrology Unit, because the budget is ready for the infrastructure. “With the Legal Metrology Unit, all producers (sellers) can be helped and consumers are protected. Actually cheating the scales or the size of things is prohibited and clearly not good. What can be obtained is not blessed,” he said firmly.

 Order of the Trade Minister

Throughout 2018, there were 564 consumer complaints services to the government. This condition is different from overseas consumers; the return of overseas products by consumers reaches 60 percent. In Indonesia, it is only 1 percent.

“Indonesian society is a kind of forgiving society. They tend to accept the product and service, although actually, it is not satisfying. This is an interesting phenomenon with different consumer behavior in developed countries and developing countries,” said Indonesian Minister of Trade Enggartiasto Lukita, when delivering his speech.

In developed countries, consumers tend to demand services and products while buying and after buying. This encourages producers to compete with foreign products. Indonesia, according to the Minister of Trade, does not need to be afraid of important external products that must be shown to the public; Indonesian products can be accounted for and of good quality.

“Get started with a product that is full of responsibility. Does the scale of meat, chili, and onion match those paid by consumers? This demand encourages retailer producers to improve their products and services,” explained Enggartiasto Lukita.

“This is where the role of the government which is to guarantee the position of consumers, consumer rights for continuous product improvement; to be responsive to all public complaints. All consumer complaints must be followed up and resolved properly,” he added.

The Ministry of Trade itself has three mandates including price stability and availability of basic commodities, increasing export performance and building market revitalization.

The two pillars held there facilitate producers to grow, advance and empower consumers.

The government gives full attention to consumers in health aspects; safety; product quality standards; the accuracy of price and size.

Thus, they will become a powerful Indonesian consumer. A number of consumer protection targets in 2019 have also been prepared, including increasing awareness of being an empowered consumer in all walks of life from elementary to university by creating a consumer complaints clinic; consumers will be protected by law to get high-quality products.

“They (consumers) have the right to get clear and honest information about products in the form of goods and services. The important thing is the right size for mothers, right for oil, meat, eggs, chilies, onions, and the right size when the husband comes home from work,” the minister joked, greeted by an invitation to laughter at Gasibu Square.

Another target of consumer protection is evaluating the implementation of consumer protection. That is, promoting protection from education and guidance to producers to fulfill standards and quality control such as orderly trade supervision; orderly scales on the market and trade outlets. This order has been carried out by the six best governments in consumer protection, West Java Provincial Government, West Papua Provincial Government, Aceh Provincial Government, Southeast Sulawesi Provincial Government, and South Sulawesi Provincial Government.

“What is applied by the six governments can be motivation so that other regions will become a driver and provide consumer protection,” he said.

The central government is ready to serve consumer complaints throughout Indonesia, through various telephone numbers 0213441839 (and a number of other hotlines).

Well, the last consumer protection effort is the Legal Metrology Unit. In 2018, there were 194 Legal Meteorology Unit offices in Indonesia. The target, there are 300 units completed and inaugurated in Indonesia.

“In the area, we expect maximum performance and precise measurements for all products. With this unit, we can realize an orderly market, an orderly area in all of Indonesia,” said Enggartiasto Lukita.

On that occasion, the Minister of Trade also encouraged all consumers in Indonesia to become empowered consumers. They must ask for clarity and honesty, knowing and protect their rights.

“Become consumers who love domestic products and appreciate the creation of the Indonesian people. For governments in the region, care for consumers, increase supervision of outstanding goods and products. Take care of consumers, to encourage consumers to be more empowered,” he ordered.
