Wali Kota Launching BPJS Bangkit, Apa Itu?

KADEMANGAN–Kamis (21/3), Wali Kota Probolinggo Hadi Zainal Abidin didampingi Wawali Muhammad Soufis Subri me-launching BPJS (Berkas Pelayanan Jalan Sendiri) Bangkit. Yakni, salah satu inovasi pelayanan publik milik Kecamatan Kademangan. Dengan sistem aplikasi ini, pengurusan administrasi cukup 35 menit dari RT hingga kecamatan.

Launching BPJS Bangkit ini bagian dari kesiapan Kecamatan Kademangan mendukung program 99 hari kerja, sekaligus visi misi wali kota – wawali. Yakni, membangun bersama rakyat untuk Kota Probolinggo lebih baik, berkeadilan, sejahtera, aman dan berkelanjutan.

Camat Kademangan Pujo Agung Satrio menjelaskan, dari 10 program prioritas wali kota – wawali, ada dua program yang telah direalisasikan. Yakni di bidang pemerintahan, salah satunya melalui launching aplikasi BPJS Bangkit tersebut.

“Ini adalah sistem pelayanan berbasis teknologi informasi mulai dari tingkat RT-RW-kelurahan sampai dengan kecamatan. Targetnya proses di RT RW cukup 5 menit, kelurahan 15 menit dan kecamatan 15 menit. Jadi, penyelesaian suatu dokumen cukup 35 menit,” ujar Pujo.

Ada 27 jenis layanan di BPJS Bangkit yang cukup diselesaikan di tingkat kelurahan dan kecamatan. Di tingkat kelurahan layanannya antara lain surat keterangan bepergian/jalan; domisilin usaha; taksiran harga tanah; kelahiran; kematian; kepemilikan; pengajuan nikah; pindah nikah; penghasilan; dispensasi kerja; belum menikah; belum memiliki rumah; domisili penduduk; usaha dan permohonan santunan kematian.

Sedangkan layanan di tingkat kecamatan seperti permohonan kartu keluarga (KK); KTP elektronik baru; surat izin pemakaian sebagian badan jalan; surat keterangan kelakuan baik (SKKB); surat keterangan ahli waris; beda identitas; izin keramaian; pindah datang; pindah keluar; rekomendasi IMB; keterangan tidak mampu dan dispensasi nikah.

“Dokumen yang sudah selesai bisa diambil ke kelurahan tanpa harus ke kecamatan. BPJS Bangkit lebih mudah, cepat, transparan, akuntabel dan gratis,” kata mantan Kabid Aset DPPKA ini.

Di bidang pemerintahan, Kecamatan Kademangan juga mengadakan program SIAP (Sistem Administrasi Pertanahan). Program ini berfungsi memetakan per bidang tanah sesuai NOP yang disinergikan dengan NIK. Kawasan percontohannya, ada di Kelurahan Pohsangit Kidul. Rencananya, pada 2019 akan dilaksanakan di Kelurahan Kademangan.

Sedangkan di bidang ekonomi kerakyatan, kecamatan ini sudah mendirikan sentra produk unggulan di halaman kantor kecamatan. Pasalnya, ada lebih dari 700 UMKM se-Kecamatan Kademangan. Kini pembangunan sentra sudah memasukan tahap lanjutan yakni pembangunan lantai dua.

“Sentra produk unggulan ini sebagai sarana tempat promosikan produk UMKM se-Kecamatan Kademangan. Untuk selanjutnya kami beri pelatihan dan motode. Baru kemudian dimasukkan ke internet. Atau berbasis online. Kami siap berupaya membantu merealisasikan penyediaan 500 UMKM baru, sesuai visi misi wali kota,” jelasnya.

Dalam laporannya, Pujo juga menyebutkan di bidang lingkungan, pihaknya menghidupkan mitra lingkungan serta inovasi program kelurahan tematik.

Pesan Wali Kota

Wali Kota Hadi Zainal Abidin pun mengapresiasi launching BPJS Bangkit, yang menjadi solusi lambatnya pelayanan publik. Ia pun meminta seluruh ketua RT-RW untuk mendukung program dari pemerintah ini. Salah satunya dengan menggunakan handphone androrid.

“Saya berharap Ketua RT – RW bisa berperan sebagai penghubung antara pemerintah kota dan masyarakat. Buat grup WA (whatsapp). Sehingga, memudahkan komunikasi dan menyampaikan informasi. Untuk itu, semua harus bisa mengoperasikan gadget android,” pinta Habib Hadi –sapaan akrab wali kota-.

Hal ini sesuai dengan Perwali Nomor 31 tahun 2019 tentang Lembaga Kemasyarakatan Kelurahan (LKK), sudah dapat dijadikan pedoman ketua RT dan RW dalam menjalankan tugas memberikan pelayanan kepada masyarakat.

“Sampaikan program-program Pemerintah Kota kepada masyarakat. Apabila muncul permasalahan, dikomunikasikan dengan baik. Ciptakan lingkungan yang bersih, aman dan tentram. Dengan menghidupkan kembali semangat kekeluargaan dan gotong royong,” harap wali kota.

“Tanpa adanya dukungan dari ketua RT dan RW sekalian, kami tidak akan bisa maksimal menjalankan program yang telah diciptakan. Mohon dukungan dari semuanya, mari bersama pemerintah mendukung program yang ada,” imbuh Habib Hadi.

Forum silaturahim antara ketua 172 RT dan 32 RW se Kecamatan Kademangan ini juga mengundang narasumber dari KPU dan Bawaslu Kota Probolinggo. Sekaligus pembagian honorarium RT RW selama dua bulan dengan nilai Rp 360 ribu yang dicairkan secara non tunai. (famydecta/humas)

On Thursday (3/21), Probolinggo Mayor Hadi Zainal Abidin, accompanied by Vice Mayor Muhammad Soufis Subri, has launched BPJS Bangkit. It is one of the public service innovations belonging to the Kademangan District. With this application system, the administration is completed in 35 minutes from RT (neighborhood organization) to the sub-district office.

BPJS Bangkit Launching is part of the readiness of the Kademangan District to support the 99-day work program, as well as the mayor’s vision and mission which is, building together with the people for better, fair, prosperous, safe and sustainable Probolinggo City.

Head of Kademangan District Office, Pujo Agung Satrio explained, of the 10 priority programs of the mayor – vice mayor, there are two programs that had been realized in the field of government, including the launching of BPJS Bangkit.

“This is an information technology-based service system starting from the RT-RW to sub-district level and district level. The target is for the RT RW process would take 5 minutes, at the sub-district would be 15 minutes and the district is 15 minutes. So, completing a document is only 35 minutes,” Pujo said.

There are 27 types of services in BPJS Bangkit which are sufficiently resolved at the sub-district and district level. At the sub-district level, services including notice of travel/travel; domicile business; estimated land price; birth; Dead; ownership; filing marriage; moving marriage; income; work dispensation; single; not own a house; resident domicile; effort and application for death compensation.

Meanwhile, services at the sub-district level such as family card applications (KK); electronic KTP (id card); permit to use part of the road; certificate of good behavior (SKKB); certificate of heirs; different identity; crowd permit; move to come; move out; IMB (building permit) recommendations; inability and marriage dispensation.

“The completed documents can be taken to the sub-district without having to go to the district. BPJS Bangkit is easier, faster, transparent, accountable and free,” said the former Head of the Asset Division of Finance Agency (DPPKA).

In the field of government, Kademangan District also holds a SIAP (Land Administration System) program. This program function is to map per parcel according to the NOP that is synergized with NIK. The pilot area is in Pohsangit Kidul Village. The plan, in 2019, it will be held in Kademangan Sub-district.

In the area of people’s economy, the district has established a center of SMEs product located at the district office yard. There are more than 700 MSMEs in Kademangan District. At the moment, the central construction has included an advanced stage, including the construction of the second floor.

“The center is a facility to promote MSME products in Kademangan District. We then provide training and methods. Only then put on the internet or online-based marketing. We are ready to help realize the provision of 500 new MSMEs, according to the mayor’s vision and mission,” he explained.

In his report, Pujo also mentioned that in the field of environment, his party revived the environmental partners and the innovation of the thematic village program.

Order of the Mayor

Mayor Hadi Zainal Abidin also appreciated the launching of BPJS Bangkit, which was the solution to the slow public service. He also asked all RT-RW leaders to support this government program. One of them is by using Android smartphones.

“I hope the RT-RW can act as a liaison between the municipality and the community. Create WA group (WhatsApp) to facilitate communication and convey information. For that, all must be able to operate an Android gadget,” asked Habib Hadi – the mayor’s nickname.

This is in accordance with Mayoral Regulation Number 31 of 2019 concerning Sub-district Community Institutions (LKK), which can be used as guidelines for the heads of RT and RW in carrying out the task of providing services to the community.

“Promote the municipal programs to the community. If problems arise, communicate with us. Create a clean, safe and peaceful environment by reviving the spirit of family and mutual cooperation,” hoped the mayor.

“Without the support of all RT and RW heads, we will not be able to run the program that has been created maximally. Please support the programs, let’s together with the government to support the existing program,” added Habib Hadi.

A silaturahim (friendly meeting) forum among the heads of 172 RT and 32 RW of Kademangan District also invited speakers from Probolinggo City General Election Commission (KPU) and Election Supervisory Agency (Bawaslu). This event was conducted as well to distribute honorarium for RT RW for two months with a value of Rp. 360 thousand, which was disbursed in the non-cash system.
