Tahun 2019, Anggaran Bantuan Fisik Sekolah Capai Rp 11 M

KANIGARAN – Puluhan sekolah tingkat SD-SMP di Kota Probolinggo bakal menerima bantuan fisik sekolah dari Dana Alokasi Khusus (DAK) dan Dana Alokasi Umum (DAU) senilai Rp 11.605.658.000. Sebelum melakukan pencairan, sekolah penerima bantuan ini mendapatkan sosialisasi sekaligus melakukan penandatanganan, Jumat (29/3).

Rincian DAK 2019 dari APBN sebesar Rp 8.515.813.000, sedangkan DAU dari APBD Rp 2.884.125.000. Dana DAK dicairkan secara bertahap, tahap pertama 25 persen kemudian tahap kedua 45 persen. Untuk tahap ketiga sesuai sisa kebutuhan lembaga pendidikan (paling cepat bulan September).

Anggaran dari pusat dan daerah ini untuk pemenuhan sarana dan prasarana (sarpras) di antaranya pembangunan ruang kelas baru; pembangunan toilet; rehabilitasi ruang kelas; rehabilitasi perpustakaan; rehabilitasi ruang lab IPA dan komputer; rehabilitasi ruang guru dan rehab jamban.

Narasumber kegiatan siang itu adalah Kasi Datun Kejari Probolinggo Elan Jaelani dan Kasat Binmas Polres Probolinggo Kota. “Pekerjaan ini swakelola, harapannya kepala sekolah dan panitia pembangunan sekolah dapat memenuhi aturan, berjalan lancar dan tuntas semua,” ujar Kepala Dinas Pendidikan, Pemuda dan Olahraga (Disdikpora) Maskur.

Kasi Datun Elan Jaelani menuturkan, apa yang disampaikan terkait korupsi dan pemahaman tentang UU tindak pidana korupsi. Memberikan pengalaman kasus yang pernah terjadi untuk menjadi contoh agar tidak diikuti.

“Anggaran ini rawan terjadi pelanggaran khususnya tentang potongan. Kami punya kepentingan untuk memberikan penerangan hukum bagi penyelenggara negara agar berhati-hati dalam pengelolaan anggaran,” katanya.

Elan berharap pelaksanaan kegiatan bantuan fisik DAU dan DAK di sekolah ini sesuai ketentuan, tidak ada kerugian negara, berjalan sesuai rencana dan tidak ada penyelewangan yang muncul. “Mudah-mudahan berjalan lancar,” pesannya.

Sementara itu, Wali Kota Hadi Zainal Abidin menjelaskan, pelayanan di sektor pendidikan merupakan salah satu pelayanan publik yang menjadi urusan wajib bagi pemerintah. Sebagai upaya peningkatan mutu layanan pendidikan, khususnya jenjang SD dan SMP, Pemkot Probolinggo telah menyiapkan anggaran untuk pemenuhan sarpras pendidikan.

“Dalam pelaksanaannya, sekolah akan dibantu oleh tim teknis yang telah ditunjuk oleh Disdikpora agar pelaksanaan sesuai dengan petunjuk teknis dan mendapatkan hasil maksimal,” imbuh Habib Hadi.

Wali kota pun mengingatkan prinsip pekerjaan swakelola antara lain efisiensi, efektif, transparan, akuntabel, kepatutan dan manfaat. “Kita undang dari kejaksaan dan kepolisian supaya bisa memberikan pemahaman. Pelaksanaan kegiatan sesuai peraturan dan undang-undang yang berlaku serta tidak menimbulkan permasalahan di kemudian hari,” jelasnya.

Kapolres Probolinggo Kota AKBP Alfian Nurrizal yang sempat hadir dalam pembukaan sosialisasi di Puri Manggala Bakti itu juga ikut memberikan masukan bagi kepala sekolah. Bahwa meningkatkan sarpras pendidikan sangat membantu siswa mendapatkan ilmu dan proses belajar mengajar lebih nyaman di sekolah.

“Ada bantuan dari DAK dan DAU, saya harap jangan terfikir untuk melakukan hal yang tidak diinginkan. Manfaatkan betul-betul untuk perbaikan rehab sarpras di dunia pendidikan SD dan SMP di Kota Probolinggo. Dalam penggunaan anggaran perlu pengawasan, sesuai dengan RAB (rencana anggaran belanja),” jelas kapolresta. (famydecta/humas)

Dozens of elementary and junior high schools in Probolinggo City will receive school physical assistance from the Special Allocation Fund (DAK) and the General Allocation Fund (DAU) worth Rp. 11,605,658,000. Before conducting the disbursement, the recipient school received dissemination as well as signing the documents, Friday (29/3).

The detail of the DAK 2019 from the State Budget is Rp 8,515,813,000, while the DAU from the Local Budget is Rp 2,884,125,000. DAK funds are disbursed in stages, including the first stage for 25 percent, and then the second stage is 45 percent. For the third stage, it depends on the needs of the educational institution (at the latest in September).

The budget from the national and local government for the fulfillment of facilities and infrastructure (sarpras) includes the construction of new classrooms; construction of toilets; rehabilitation of classrooms; library rehabilitation; rehabilitation of science and computer lab rooms; rehabilitation of teacher rooms and latrine rehabilitation.

The speaker for the afternoon activity was the head of Civil and State Administration section of Probolinggo State Prosecutor’s Office (Kejari), Elan Jaelani and the head of Community Guidance Unit (Satbinmas) of the Probolinggo City Police. “This work is self-managed, it is hoped that the school principal and school development committee can fulfill the rules, run smoothly and completely,” said Head of the Education, Youth and Sports Agency (Disdikpora) Maskur.

Elan Jaelani said, what was conveyed was related to corruption and understanding of the Act on corruption; as well as to provide an experience of cases that have occurred to be an example so as not to be followed.

“This budget is prone to violations, especially regarding deductions. We have an interest in providing legal information for state administrators to be careful in managing the budget,” he said.

Elan hopes that the implementation of DAU and DAK physical assistance activities in this school is in accordance with the provisions; there is no state loss and it goes according to the plan and no deviations arise. “Hopefully it will run smoothly,” he ordered.

Meanwhile, Mayor Hadi Zainal Abidin explained, service in the education sector is one of the public services which is a mandatory matter for the government. As an effort to improve the quality of education services, particularly at the elementary and junior high school levels, Probolinggo Municipality has prepared a budget for the fulfillment of education facilities and infrastructure.

“In its implementation, the school will be assisted by a technical team that has been appointed by the Disdikpora so that the implementation is in accordance with technical guidelines and gets maximum results,” added Habib Hadi.

The mayor also reminded that the principles of self-management work include efficiency, effectiveness, transparency, accountability, propriety, and benefits. “We invite the prosecutor and the police to be able to provide understanding. The implementation of the activity is in accordance with the applicable laws and regulations and does not cause problems in the future,” he explained.

Probolinggo City Police Chief AKBP Alfian Nurrizal who was present at the opening of the dissemination at Puri Manggala Bakti also provided input for the principals. He said that improving education facilities and infrastructure greatly helps students gain knowledge and the learning process would be more comfortable.

“There is assistance from DAK and DAU; I hope you all can use this assistance based on the regulation and don’t you ever think to misuse the budget. Take full advantage of the improvement of facilities and infrastructure rehabilitation in the world of elementary and junior high school education in the city. In using the budget, supervision is needed, in accordance with the RAB (budget plan),” explained the chief.
