LECES – Ruas jalan tol Pasuruan – Probolinggo (Paspro) seksi I-II dan III akhirnya diresmikan Presiden RI Joko Widodo, Rabu (10/4). Seremonial dilaksanakan di pintu tol Probolinggo Timur yang terletak di Desa Sumber Kedawung, Kecamatan Leces, Kabupaten Probolinggo.

Pintu tol Probolinggo Timur ini berjarak sekitar 5 KM dari batas Kota Probolinggo (Kecamatan Wonoasih). Pagi itu, Presiden Joko Widodo ditemani Ibu Negara, Iriana Joko Widodo serta didampingi sejumlah Menteri Kabinet Kerja; Gubernur Jawa Timur Khofifah Indar Parawansa; Bupati Probolinggo Puput Tantriana Hasan Aminuddin.

Wali Kota Probolinggo Hadi Zainal Abidin bersama Wawali Moch Soufis Subri dan Sekda Bambang Agus Suwignyo nampak hadir di tengah peresmian tersebut. Hadir pula Forum Koordinasi Pimpinan Daerah (Forkopimda) Kota Probolinggo. Seperti Kajari Martiul dan Ketua DPRD Agus Rudianto Ghaffur.

Urai Kepadatan Jalan Nasional

Dalam sambutan selamat datangnya, Gubernur Jawa Timur Khofifah Indar Parawansa mengatakan, dengan diresmikannya jalan tol ruas Pasuruan – Probolinggo seksi I-III sepanjang 31,3 KM akan mengurangi kepadatan jalan nasional hingga 50-60 persen.

Masih dibutuhkan sekitar 13,7 KM lagi, untuk melanjutkan jalan tol dari Probolinggo Timur sampai Gending, Kabupaten Probolinggo. “Jika beroperasi, maka ini sangat membantu Kawasan Bromo Tengger Semeru yang sudah dimasukkan dalam kawasan strategis pariwisata nasional,” ujarnya.

Gubernur Khofifah menambahkan, di Kota Probolinggo terdapat Pelabuhan Tanjung Tembaga. Pelabuhan tersebut akan membantu proses bongkar muat dari Probolinggo, Situbondo, Lumajang, hingga Pasuruan.

Presiden Joko Widodo pun mengatakan, dari Cawang-Probolinggo sudah tembus jalan tol sepanjang 840 KM. Kalau dimulai dari ujung barat Pulau Jawa atau Merak sampai Probolinggo sudah tembus sepanjang 962 KM. “Kalau nanti dari Merak sampai Banyuwangi 1.148 KM. Berarti kurang 186 KM. Insyaallah tembusnya tahun 2021,” jelasnya.

Joko Widodo berharap, dengan tembusnya jalan tol tersebut akan terjadi mobilitas orang, barang dan logistik yang lebih cepat. Dan juga diharapkan kawasan industri kecil dan mikro yang ada di daerah bisa cepat berkembang karena akses ke logistik, barang dan produk lebih mudah, murah dan efisien. Termasuk akses ke tempat pariwisata.

UKM Dapat Prioritas di Rest Area

Kepada sejumlah awak media, Presiden Joko Widodo menegaskan dengan adanya jalan tol, masyarakat diberi pilihan. “Silakan kalau mau cepat lewat tol. Mau biasa, ya lewat jalan normal (jalan reguler), jalan nasional atau provinsi,” tegasnya.

Yang jelas, usai diresmikan Rabu ini (10/4) jalan tol Pasuruan-Probolinggo langsung bisa dugunakan. “Untuk percobaan mungkin bisa digratiskan barang seminggu atau dua minggu. Terkait rest area bisa sambil jalan seperti di tol Surabaya-Semarang dulu,” imbuhnya.

Soal UKM yang akan mengisi rest area tol, Joko Widodo menuturkan, jangan sampai ada produk brand asing yang ada di sana. “Seperti yang saya sampaikan beberapa kali, brand UKM daerah minimal, minimal 70 persen,” tegas Presiden.

Berdasarkan data Kementerian Pekerjaan Umum dan Perumahan Rakyat (Kemen-PUPR) RI, panjang total jalan tol Pasuruan-Probolinggo sepanjang 45 Km dan 31,3 kilometernya berkondisi siap operasi.

Dari panjang tersebut terdapat simpang susun 4 buah, dan biaya investasi mencapai Rp 4,80 triliun. Pembangunan jalan tol yang dimulai 25 Juni 2007 itu ditandai dengan penandatanganan PPJT (Perjanjian Pengusahaan Jalan Tol).

Dengan masa konsesi sekitar 45 tahun. Adapun rincian jalan tol yang siap operasi pada seksi I Grati-Tongas mencapai 13,5 KM, seksi II Tongas-Probolinggo Barat (6,9 Km), dan seksi III Probolinggo Barat-Probolinggo Timur (10,9 Km).

Sedangkan yang masih dalam tahap proses evaluasi rencana usaha pada seksi IV Probolinggo Timur-Gending mencapai 13,7 Km dengan target operasi 2024.

Selain meresmikan jalan tol, Presiden Joko Widodo juga menuju ke Kota Probolinggo. Salah satunya, mampir ke Pasar Tradisional Wonoasih untuk membeli tomat dan kedondong. Di pasar, ia bertemu juga berinteraksi dengan masyarakat ditemani Gubernur Khofifah. (famydecta/humas)

The Pasuruan – Probolinggo (Paspro) toll road section I-II and III was finally inaugurated by Indonesian President Joko Widodo, Wednesday (10/4). The ceremonial was held at the Eastern side of Probolinggo toll gate located in Sumber Kedawung Village, Leces District, Probolinggo Regency.

That is located about 5 km from the border of Probolinggo City (Wonoasih District). That morning, President Joko Widodo was accompanied by First Lady, Iriana Joko Widodo and accompanied by a number of Working Cabinet Ministers; East Java Governor Khofifah Indar Parawansa; Probolinggo Regent Puput Tantriana Hasan Aminuddin.

Probolinggo Mayor Hadi Zainal Abidin and Vice Mayor Moch Soufis Subri and Regional Secretary Bambang Agus Suwignyo appeared at the center of the inauguration. Also present was the Probolinggo City Regional Leadership Coordination Forum (Forkopimda) including the head of the city’s Prosecutor Office (Kajari) Martiul and DPRD Speaker Agus Rudianto Ghaffur.

Breaking the Density of National Road

In her welcome speech, East Java Governor Khofifah Indar Parawansa said, with the inauguration of the 31.3 KM of the Pasuruan – Probolinggo section of the I-III section of the toll road, it would reduce the density of national roads by 50-60 percent.

Another 13.7 KM is needed, to continue the toll road from East Probolinggo to Gending, Probolinggo Regency. “If it operates, this will greatly help the Bromo Tengger Semeru Region that has been included in the strategic national tourism area,” she said.

Governor Khofifah added, in Probolinggo City, there is the Port of Tanjung Tembaga which will help the loading and unloading process from Probolinggo, Situbondo, Lumajang, and Pasuruan.

President Joko Widodo also said that from Cawang-Probolinggo, the toll road had reached 840 KM. If it starts from the western end of Java or Merak until Probolinggo, it means that the toll road has reached 962 KM. “If later, from Merak to Banyuwangi 1,148 KM. Means less than 186 KM. God willing, it will be finished in 2021,” he explained.

Joko Widodo hopes that the breakdown of the toll road will result in faster mobility of people, goods and logistics. And, it is also expected that small and micro industrial estates in the regions can develop rapidly because access to logistics, goods, and products is easier, cheaper and more efficient, including access to tourism places.

SMEs Get Priority in Rest Area

To a number of media crews, President Joko Widodo stressed that with the existence of toll roads, the public was given a choice. “Please if you are in a hurry, you can use the toll road. Otherwise, you can use regular roads, national or provincial roads,” he said.

What is clear, after being inaugurated this Wednesday (10/4), the Pasuruan-Probolinggo toll road can be used immediately. “For now, it might be free for a week or two. It can be related to the rest area while walking on the Surabaya-Semarang toll road first,” he added.

Regarding the SMEs that will fill the toll road rest area, Joko Widodo said, there should be no foreign brand products there. “As I have said several times, the regional SME brand should be participated in this project, at least 70 percent,” said the President.

Based on data from the Ministry of Public Works and Public Housing (Kemen-PUPR), of the 45-kilometer total length of the Pasuruan-Probolinggo toll road, 31.3 kilometers of them is ready for operation.

From this length, there are 4 pieces of interchanges, and investment costs reach Rp. 4.80 trillion. The construction of the toll road that began on June 25, 2007, was marked by the signing of the PPJT (Toll Road Concession Agreement).

With a concession period of around 45 years, the details of toll roads that are ready for operation in section I Grati-Tongas reach 13.5 KM, section II Tongas-Probolinggo Barat (6.9 Km), and section III Probolinggo Barat-Probolinggo Timur (10.9 Km).

While those that are still in the process of evaluating the business plan in section IV Probolinggo Timur-Gending reach 13.7 Km with a target of 2024 operations.

In addition to formalizing the toll road, President Joko Widodo also headed to Probolinggo City to visit Wonoasih Traditional Market to buy tomatoes and kedondong (Spondias Dulcis). On the market, he met and also interacting with the community accompanied by Governor Khofifah.
