Wali Kota Probolinggo Siap Berkolaborasi

SURABAYA – Pemerintah Provinsi Jawa Timur baru saja melaunching empat program sekaligus sebagai pilot project di bidang ekonomi dan pelayanan publik. Yakni, Millenial Job Center (MJC), East Java Super Corridor (EJSC), Jatim Big Data Innitiative, East Java Smart Province Economic Reuter (EASIER) dan aplikasi pengaduan masyarakat Cepat Efektif Tanggap Transparansi dan Responsif (CETTAR).

Wali Kota Probolinggo Hadi Zainal Abidin, menjadi salah satu kepala daerah di Jawa Timur yang ikut hadir di Gedung Negara Grahadi Surabaya, Senin (27/5) petang. Ia mengajak sejumlah Organisasi Perangkat Daerah (OPD) terkait, ada Bappeda Litbang, BPPKAD, Dinas Kominfo dan Bagian Administrasi Perekonomian.

Dalam sharing informasinya, Wakil Gubernur Emil Dardak menjelaskan, inti dari EJSC terinspirasi dari information super corridor. Dengan kecepatan akses internet dari 4g menuju 5g yang luar biasa akan memungkinkan banyak hal terjadi. Big data menjadi suatu keharusan untuk pelayanan information super corridor (dikenal dengan program permaisuri, ketika gubernur dan wakil gubernur berkampanye).

“Sejalan dengan keinginan kami, Bakorwil harus memainkan peran lebih besar bagi masyarakat Jawa Timur. Dan, menjembatani Pemprov dan Pemda serta menjadi locus innitiative sehingga segala hal dapat dilayani di Bakorwil,” jelas Emil.

Masalah pengangguran pun bakal tertanggulangi dengan MJC, Millenial Job Center. Masih menurut Wagub Emil, sekarang telah dikenal banyak profesi seperti web development, content creater, event organizer, developer, social media management dan lain sebagainya. Profesi tersebut merupakan usaha yang bisa menjawab tantangan yang ada sekarang.

Namun profesi ini jarang muncul di iklan layanan pekerjaan, padahal sangat dibutuhkan. Hal itu disebutkan sejalan dengan apa yang dihadapi millenial. Generasi yang kecanduan gadget dan digital, tidak bisa dikekang rutinitas dan sulit memahami proses birokratis.

Tantangan generasi millenial adalah innovative (jika tidak inovatif akan tergantikan), digital minded (tidak boleh kalah bersaing), enterprenurial (usaha) dan collaboration (bekerja sama). Banyaknya millenial yang ingin menjadi programmer atau profesi berbasis digital lainnya susah mencari lowongan dan klien. Begitu pula sebaliknya, klien kesulitan mencari millenial yang punya bakat meski baru pemula.

“Disinilah kami lakukan perjodohan antara talent, client dan mentor. Talent akan dibantu mentor agar bisa on job learning. Segitiga (talent, client dan mentor dilakukan melalui MJC. MJC bukan fisik bangunan tetapi vitrual, yang penting ketemu dan kerja sama, jadi,” beber mantan Bupati Trenggalek ini. Pemprov telah menyiapkan mentor profesional dengan berbagai pengalaman, serta menggandeng puluhan perusahaan berskala besar untuk menerima talent berkualitas.

Sedangkan Jatim Big Data, adalah konsep mengelola informasi bagi semua OPD dan bupati/wali kota yang disinergikan. Program ini dimulai dari pemprov untuk menciptakan budaya informasi yang terstruktur. Bakorwil punya andil besar dalam menjembatani sejumlah program yang dimaksud.

“Ini pilot project. Kami terbuka bagi setiap pemda untuk mengirimkan satu atau dua orang jadi bagian dari pilot project untuk mempelajari dan bersinergi. Kami akan sangat terbuka. Project ini tidak maksimal jika tidak membawa manfaat bagi teman-teman di kota/kabupaten,” ujarnya.

Sementara itu, Gubernur Jatim Khofifah Indar Parawansa menuturkan, penyiapan format MJC adalah ingin berbasis bakorwil. MJC yang mempertemukan bipartit, menjadi energi yang dimiliki Jawa Timur yang bisa memberikan nilai tambah menjawab tantangan 4.0.

“Untuk East Java Super Corridor, petik olah kemas jual. Ada proses menstabilkan percepatan kesejahteraan para petani dan UMKM. Petani diajarkan dengan bagus dan market acces. Saya ingin pelayanan di Bakorwil memudahkan UMKM. Bagaimana UMKM bisa keren di mata millenial, petani keren di mata millenial,” tutur Khofifah.

“Dibutuhkan banyak pembaruan. Perbanyak inovasi dan kreatifitas. Punya ide, tapi tidak inovasi dan eksekusi, akan diambil orang. Dengan kolaborasi yang kuat, atas nama semua kabupaten/kota semua, empat program saya nyatakan di-launching,” sambung gubernur, yang meresmikan program tersebut dengan ditandai pemukulan virtual gong, didampingi Wagub Emil.

Siap Kolaborasi dan Perbanyak Konten

Wali Kota Hadi Zainal Abidin sangat mengapresiasi program yang di-launching oleh gubernur. Seperti yang disampaikan Wagub Emil Dardak, Wali Kota Habib Hadi siap berkolaborasi dengan Pemprov Jatim demi percepatan kesejahteraan masyarakat.

East Java Super Corridor dan Jatim Big Data, sebenarnya tidak jauh berbeda dengan program yang dimiliki Pemerintah Kota Probolinggo. Yaitu, VIEW Probolinggo yang juga baru saja di-launching beberapa waktu lalu oleh wali kota.

“Kami siap berkolaborasi, memperbanyak konten supaya bisa bersinergi antara daerah dengan provinsi. Konektivitas daerah dan provinsi menjadi semakin bagus sehingga semua bisa tersajukan dengan baik,” ujar Habib Hadi, saat ditemui di Gedung Grahadi, sesaat usai acara berlangsung.

Terkait MJC, Habib Hadi pun membenarkan jika program yang telah dibuat oleh Pemprov Jatim memang menjawab tantangan di era 4.0. “Tantangan lebih masif lagi, khususnya di bidang IT. Jika kita lalai, kita akan ketinggalan. Konektivitas, semua kolaborasi bersama-sama,” terangnya. Ia pun berharap millenial dari Kota Probolinggo dapat memanfaatkan MJC tersebut. (famydecta/humas)

The East Java Provincial Government has launched four programs as pilot projects in the fields of economy and public services. These programs include Millennial Job Center (MJC), East Java Super Corridor (EJSC), East Java Big Data Initiative, East Java Smart Province Economic Reuter (EASIER) and Quick, Effective, Transparent and Responsive community complaints application (CETTAR).

Probolinggo Mayor Hadi Zainal Abidin, became one of the regional heads in East Java who attended the Grahadi State Building in Surabaya on Monday (5/27) evening, accompanied by a number of related Regional Working Units (OPD), including the head of Regional Development Planning, and Research (Bappeda) Agency, Regional Revenue, Financial and Asset Management (BPPKAD) Agency, Information and Communication Technology Agency and Economic Administration Department.

Vice Governor Emil Dardak explained the core of the EJSC was inspired by the super corridor information. With the speed of extraordinary internet access from 4g to 5g will allow many things to happen. Big data is a must for the service of information super corridor (known as the ‘permaisuri’ (princess) program, when the governor and vice governor had their campaign).

“In line with our wishes, Regional Coordination Agency (Bakorwil) must play a greater role for the people of East Java. Being a bridge to the Provincial Government and Regional Government and becoming a locus initiative so that everything can be served at the Regional Office,” Emil explained.

The unemployment problem will also be overcome by MJC, the Millennial Job Center. Emil said there are now many professions such as web development, content creator, event organizers, developers, social media management and others. These are the efforts to respond to the challenges today.

But this profession rarely appears in job service advertisements, even though it is really needed. That was mentioned in line with what was faced by millennial people. The generation that is addicted to gadgets and digital, cannot be restrained by routines and difficult to understand the bureaucratic process.

The challenge of the millennial generation is that they should be innovative (if not innovative will be replaced), digital minded (not to lose competition), entrepreneurial (business) and collaborative (working together). Many millennial generations who want to become programmers or other digital-based professions find it difficult to find vacancies and clients. On the other side, clients have difficulty finding these people who have talent even though they are just beginners.

“This is where we do meet them up, the talents, clients, and mentors. Talents will be assisted by mentors to be able to do on the job learning. Triangles relationship (talents, clients and mentors) are done through MJC. It is not a physical building but virtual, the important thing is to meet and work together. The Provincial Government has provided experienced mentors, and make a cooperation with dozens of big companies to hire high-quality talents,” explained the former Trenggalek Regent.

East Java Big Data, is the concept of managing information for all working units and synergized regents/mayors. This program starts with the provincial government to create a structured information culture. Bakorwil has a big contribution as a bridge to a number of programs in question.

“This is a pilot project. We are open to each local government to send one or two people to become part of the pilot project to learn and work together. We will be very open. This project will not be optimal if it does not bring benefits to people in the city/regency,” he said.

Meanwhile, East Java Governor Khofifah Indar Parawansa said, the preparation of the MJC format was to be based on Bakorwil. MJC, which brings together bipartite, becomes East Java’s energy that can provide added value answering the challenges of 4.0.

“For East Java Super Corridor, there is a process of picking, processing, packaging, and selling. There is a process to stabilize the welfare of farmers and MSMEs. Farmers are taught well and would have market access. I want services at Bakorwil to facilitate MSMEs. How can SMEs be cool in the eyes of millennial people, farmers are cool in the eyes of millennial people,” said Khofifah.

“It takes a lot of updates. Innovation and creativity must be increased. An idea, without any innovation and execution, would be useless. With strong collaboration, on behalf of all regents/cities, I declare the four programs officially launched,” continued the governor, who inaugurated the program with a marked virtual beating of gongs, accompanied by Vice Governor Emil.

Ready to Collaborate and Expand Content

Mayor Hadi Zainal Abidin fully appreciated the program launched by the governor. As stated by Emil Dardak, Mayor Habib Hadi is ready to collaborate with the East Java Provincial Government to accelerate public welfare.

East Java Super Corridor and East Java Big Data are not much different from the program Probolinggo Municipality has such as VIEW which was launched recently.

“We are ready to collaborate, multiply the content so that we, the regions and provinces can work together. Regional and provincial connectivity is getting better so that all can be well presented,” said Habib Hadi, when asked at Gedung Grahadi after the meeting.

Regarding MJC, Habib Hadi also confirmed that the program launched by the East Java Provincial Government had indeed responded to the challenge in era 4.0. “Challenges are even more massive, especially in the IT field. If we are absent-minded, we will miss. Connectivity, all to collaborate, are the most important,” he explained. He also hopes that the millennial generation of Probolinggo city can take advantage of the MJC.
