Menuju Terminal Tipe A Plus “The City to Realize A+ Type Bus Station”

          Sebagai fasilitas penyelenggaraan lalu lintas, terminal Bayuangga Kota Probolinggo yang beroperasi sejak 1992 berstatus terminal tipe A dan memiliki fasilitas yang cukup memadai. Kendati demikian, Dinas Perhubungan setempat berencana menaikkan status menjadi terminal A plus.

          As the implementation facility of traffic, Bayuangga bus station of Probolinggo City operating since 1992 is an A type and has adequate facilities. Nevertheless, the local Transportation Agency has a plan to upgrade their status into A+ type bus station.

          Berdasarkan pengamatan di lapangan, terminal tipe A (sesuai SK Menteri Perhubungan No 31 tahun 1995 tentang terminal transportasi jalan) memiliki luas tanah 3,5 hektar yang telah dibagi beberapa lahan. Seperti lahan kantor, tamanisasi, tempat bermain anak, parkir, tempat penurunan dan pemberangkatan penumpang, angkutan kota dan mpu, serta bedak/kios dan warung.

          Based on the field observation, A type bus station (based on the Decree of Ministry of Transportation No. 31 of 1995 on Road Transportation Station) has 3.5 hectares area divided into several lands such as office, mini parks, playing ground, parking area, arrival and departure spot, public transportation, and stall.

          Di terminal tipe A ini terdapat fasilitas jalur pemberangkatan kendaraan umum, jalur penurunan kendaraan umum, tempat tunggu kendaraan umum, tempat istirahat kendaraan umum, menara pengawas, rambu dan papan informasi berisi petunjuk jalur, tarif dan jadwal perjalanan, juga terdapat peralatan parkir kendaraan pengantar. Fasilitas terbaru di terminal sekarang ada fasilitas bagi penyandang cacat, klinik dan smoking area.

          In this type of bus station, there are facilities of the lane of public vehicles departure and arrival, waiting room for public vehicles, rest area for public vehicles, control tower, signs and information boards showing the lane direction, tariffs and itinerary.

          Pengelolaan terminal Bayuangga ditangani langsung UPT terminal dibawah kendali Dinas Perhubungan. Dibanding tahun 2011, jumlah armada bus yang beroperasi di terminal cenderung menurun. Di tahun 2011 dan 2012 jumlahnya masih tetap 721 unit, sedangkan tahun 2013 menjadi 690 unit.

          The management of Bayuangga bus station is the responsibility of Technical Operations Unit (UPT) of Bus Station under the local Transportation Agency. Compared to the data in 2011, the number of bus operating at the bus station is considerably decreasing. In 2011 and 2012, the number of the bus is still 721 units, yet in 2013 it was decreasing into 690 units.

          Menurunnya armada yang beroperasi bisa terjadi karena dua hal yaitu minimnya penumpang sehingga berdampak pengurangan armada atau kondisi armada yang tidak layak operasi. Turunnya penumpang terminal dibenarkan Kabid Lalu Lintas dan Angkutan Jalan Moch Iksan. “Volume penumpangnya sudah tidak seperti dulu. Ini bisa karena perkembangan zaman dimana banyak masyarakat memilih menggunakan kendaraan pribadi. Kemampuan masyarakat membeli kendaraan sangat tinggi, karena kemudahan yang diberikan dealer atau memang tingkat kesejahteraan meningkat,” katanya.

          The decrease might be due to couple things such as the minimum number of passenger which cause on the decrease of bus or its condition which is not capable to operate. The decrease of passenger number was confirmed by the head for Traffic and Transportation division, Moch. Iksan. “The volume of the passenger is not as it was. This could be due to times when people prefer riding their own ride. The capability of people to buy motor vehicles is really high since the dealerships have given an ease to the people or the society welfare is increasing at the moment,” he said.

          Menurutnya, kondisi terminal saat ini membutuhkan perbaikan dan penyempurnaan dengan dana yang sangat besar. Keterbatasan anggaran di pemkot untuk membangun kembali terminal, Dishub justru mengajukan proposal ke kementerian perhubungan untuk merubah terminal Bayuangga menjadi terminal modern.

          According to him, the condition of the bus station requires improvement using a large budget. The budget of the city government is limited so that the local Transportation Agency submit a proposal to the Ministry of Transportation to improve the condition of Bayuangga bus station to be a modern one.

          “Kami ingin ada peningkatan tipe terminal dari A menjadi A plus atau istilahnya terminal modern yang lebih mewah. Sekarang masih menunggu respon dari kementerian apakah disetujui. Kalau menggunakan dana APBD tidak mencukupi,” imbuh Kadishub Ahmad Sudiyanto.

          “We would like to upgrade the status of the bus station to be A+ type bus station or a grand modern bus station. At the moment, we are still waiting the ministry’s respond whether to approve it or not. The Regional Government Budget (APBD) could not afford it,” added the head for Transportation Agency, Ahmad Sudiyanto.

          “Terminal A itu angkutannya lengkap seperti AKAP (antar kota antar provinsi), AKDP (antar kota dalam provinsi), angkutan kota dan angkutan desa. Sedangkan terminal A plus fasilitas pendukungnya jauh lebih lengkap seperti terminal Bungurasih yang sekarang sedang direnovasi,” tutur Moch Iksan. (fa)
