MAYANGAN – Tiga pengerjaan proyek milik Pemerintah Kota Probolinggo yakni revitalisasi Pasar Baru, Pasar Kronong Mayangan dan Alun-alun terus dipantau. Ini dilakukan untuk memastikan progres pekerjaan, kualitas pekerjaan dan sounding kapasitas kontraktor. Hasilnya, progres paling lambat adalah pekerjaan di Alun-alun yang diperkirakan minus 5 persen.

Jumat (13/9) pagi, Wawali Kota Probolinggo Mochammad Soufis Subri memantau tiga proyek tersebut bersama Asisten Pemerintahan Gogol Sudjarwo, Kepala Dinas PUPR Amin Fredy, Kepala DKUPP Gatot Wahyudi dan Kepala Bappeda Litbang Rey Suwigtyo.

Lokasi pertama yang dituju adalah proyek revitalisasi Pasar Baru (lanjutan) Dinas PUPR yang dikerjakan PT Trisna Karya dari Surabaya, dengan nilai pekerjaan Rp 10.500.029.469. Kondisi pasar baru sudah rata dengan tanah. Saluran air yang disebut terusan dari Kali Banger pun sudah terlihat dan akan dipasang box culvert. Alat berat berupa eksavator sudah ada di dalam pasar yang bentuknya berliku-liku itu.

Di lokasi proyek, Wawali Subri ditemui Pengawas PT Trisna Karya, Adi Fatorohman. Beberapa hal pun disampaikan oleh Subri terkait proyek yang sangat bertahun-tahun dinanti oleh masyarakat Kota Probolinggo. PT Trisna Karya punya waktu 105 hari sejak 2 September lalu untuk mulai pengerjaan berupa saluran pemasangan box culvert, titik pancang dan beberapa pekerjaan lainnya.

“Beliau (wawali) ingin proyek ini segera selesai dengan kualitas yang baik. Karena bagaimana pun juga proyek ini sudah ditunggu-tunggu masyarakat setelah bertahun-tahun. Beliau juga berharap sesuai kualitas dan kami sangat menghargai antusiasme beliau yang luar biasa,” kata Adi, kepada sejumlah media, sesaat setelah rombongan keluar dari proyek di Jalan Pahlawan.

Lokasi kedua di proyek milik DKUPP, yaitu revitalisasi Pasar Kronong di Mayangan yang juga sempat mandeg. Pasar ini dikerjakan CV Anugrah Purnawira selama 120 hari menggunakan DAU senilai Rp 704.798.074. Bedak-bedak permanen sudah mulai dikerjakan.

Di proyek ketiga, revitalisasi Alun-alun mendapat sorotan dari Kepala Dinas PUPR Amin Fredy. PT Faradis Mulia Makmur, yang mengerjakan revitalisasi dianggap kurang cepat karena masih berkutat pada pengangkatan paving yang ada di area dalam Alun-alun.

Dengan total anggaran Rp 4,8 M revitalisasi Alun-alun dikerjakan 120 hari. Nantinya, Alun-alun akan diurug setinggi 80 cm dan pemugaran pagar keliling yang semula tembok berubah jadi tanaman hidup. Alun-alun perlu ditinggikan karena selalu terjadi genangan air ketika hujan.

Monitoring yang dilakukan Pemerintah Kota Probolinggo pada proyek yang dikerjakan oleh pihak ketiga ini dilakukan secara rutin, sesuai arahan Wali Kota Hadi Zainal Abidin kepada Wawali Subri.

“Kami memantau sampai dimana progres pengerjaan dilakukan, kualitas material, kualitas pekerjaan dan sounding kapasitas kontraktor. Overall masih on the track tapi masih harus kami pantau lebih baik lagi karena semua proyek ini urgent dengan historisnya masing-masing,” kata Wawali Subri.

Kepala Dinas PUPR Amin Fredy menambahkan, progres dari masing-masing proyek bermacam-macam. Proyek dibawah Dinas PUPR, untuk Pasar Baru sudah jelas pengerjaannya plus 3 persen. Sedangkan di Alun-alun pengerjaannya minus 5 persen.

“Kami berikan arakan supaya ada percepatan dengan metode apa yang digunakan. Bisa menambah alat berat sampai lembur. Pasar baru plus di atas target tetapi tetap kami awasi karena pernyataan dari kontraktor ada long shift,” jelas Amin.

Dalam pemantauan yang dilakukan oleh Pemerintah Kota Probolinggo, kondisi eksisting dan progres akan dicocokkan. “Kami lakukan pemantauan agar pekerjaan sesuai tepat waktu dan kualitasnya tidak main-main,” imbuh Amin.

Sementara itu, Kepala DKUPP Gatot Wahyudi menjelaskan, revitalisasi Pasar Kronong Mayangan ada tambahan bangunan baru berupa kantor. “Progres kurang lebih 25 persen. Jumlah lapak disesuaikan dengan pedagang yang ada, bila perlu bisa lebih. Yang terdata ada 224 pedagang,” terangnya.

Proyek di Pasar Kronong pun ditempel bahwa pengerjaan tersebut dalam pengawasan Tim Pengawal dan Pengaman Pemerintah dan Pembangunan Daerah (TP4D). Wawali mengatakan, pola ini sudah dibuat sehingga sinergi antara Pemerintah Kota Probolinggo dengan APH (Aparat Penegak Hukum). “Ya pengawasannya sangat ketat, ada TP4D agar tidak terjadi hal-hal di kemudian hari,” ungkap Subri. Three project works of Probolinggo municipal administration, including the revitalization of Pasar Baru traditional market, Kronong traditional market, and the city square continue to be monitored to ensure the progress, quality of the work, and the sounding capacity of the contractor. As a result, the slowest progress is the work at the city square which is estimated to be minus 5 percent.

Probolinggo Vice Mayor Mochammad Soufis Subri monitored the three projects on Friday morning (13/9) along with Government Assistant Gogol Sudjarwo, Head of PUPR Office Amin Fredy, Head of DKUPP Gatot Wahyudi and Head of Research and Development Agency Rey Suwigtyo. The first location being visited was the Pasar Baru revitalization project (continued) by the PUPR Office, which is undertaken by PT Trisna Karya from Surabaya, with a work value of IDR 10,500,029,469. The market is now razed to the ground. The water channel called Canal from Kali Banger has also been visible and a culvert box will be installed. Heavy equipment in the form of excavators is already in the winding shape of the market.

At the project site, Vice Mayor Subri was met by the Superintendent of PT Trisna Karya, Adi Fatorohman. Several things were also conveyed by Subri regarding the project, which has been awaited by the people of Probolinggo for years. PT Trisna Karya has 105 days since September 2 to begin work on the culvert box installation channel, piling point, and several other works.

“He (vice mayor) wants this project to be finished soon with good quality. The project has been awaited by the community after years. He also hopes that the quality is appropriate and we appreciate his extraordinary enthusiasm,” Adi said, to a number of media, shortly after the group left the project on Jalan Pahlawan.

The second location in the project belongs to DKUPP, the revitalization of the Kronong Market in Mayangan which made no progress. This market was carried out by CV Anugrah Purnawira for 120 days using a general allocation fund (DAU) worth IDR 704,798,074. Permanent powders have begun to work.

In the third project, the revitalization of the city square was highlighted by the Head of PUPR Office Amin Fredy. PT Faradis Mulia Makmur, which undertakes revitalization, is considered slow because it is still struggling with the appointment of paving in the area of the square.

With a total budget of IDR 4.8 billion, the revitalization will be carried out in 120 days. Later, the square will be contained as high as 80 cm and the restoration of the fence around the original wall turned into living plants. The square needs to be raised because there is always a pool of water when it rains.

Monitoring conducted by the Probolinggo City Government on projects undertaken by third parties is carried out routinely, following the direction of Mayor Hadi Zainal Abidin to Vice Mayor Subri.

“We monitor the extent to which progress is being made, material quality, quality of work and sounding capacity of the contractor. Overall it is still on the track but we still have to monitor it better because all of these projects are urgent with their respective histories,” said Vice Mayor Subri.

PUPR Head of Office Amin Fredy added, the progress of each project varied. The project under the PUPR Office, for Pasar Baru, is workmanship plus 3 percent. And, the process of the square is minus 5 percent.

“We give a guide so there is acceleration with a certain method. They can use heavy equipment to overtime. The project of Pasar Baru is above the target but we are still watching because the statement from the contractor has a long shift,” Amin explained.

In monitoring conducted by the Probolinggo City Government, existing conditions and progress will be matched. “We do monitoring so that the work is on time and the quality is based on expectation,” Amin added.

Meanwhile, Head of DKUPP Gatot Wahyudi explained, the revitalization of the Kronong Mayangan Market had additional new buildings in the form of offices. “Progress is approximately 25 percent. The number of stalls is adjusted to the existing traders, if necessary, we can have more. There are 224 traders registered to our data,” he explained.

The project in Kronong Market was also under the supervision of the local administration’s Central-Regional Development, Governance, Security and Supervisory Team (TP4D). The Vice Mayor said this pattern had been made so that the synergy between the Probolinggo City Government and the APH (Law Enforcement Officials) could be established. “The supervision is very tight; we have TP4D to prevent bad things from happening in the future,” Subri said.
