JAKARTA – Pemerintah Kota Probolinggo kembali menorehkan prestasi di kancah nasional pada tahun 2019 ini. Minggu (15/9), Wali Kota Probolinggo Hadi Zainal Abidin menerima Piala Wahana Tata Nugraha (WTN) untuk yang ke-10 kalinya dengan predikat tanpa catatan. Penghargaan ini diberikan karena pemerintah setempat dinilai telah melakukan tata kelola transportasi yang baik.

Bertempat di Jakarta Convention Center, Menteri Perhubungan RI Budi Karya Sumadi menyerahkan penghargaan kepada Wali Kota Habib Hadi –sapaan akrab wali kota-. Terpilihnya Kota Probolinggo sebagai salah satu penerima penghargaan WTN itu sesuai dengan Keputusan Menteri Perhubungan RI Nomor KM 180 tahun 2019 tentang penetapan kota/ kabupaten dan provinsi sebagai penerima penghargaan WTN tahun 2019.

Penghargaan WTN diterima secara berturut-turut oleh Pemerintah Kota Probolinggo sejak 2008 sampai 2017 lalu. Pada tahun 2014, sempat meraih WTN Kencana. Tahun 2018 tidak ada WTN. Sebab, kementerian memulai penilaian WTN dengan format baru selama tahun 2018 yang diterima oleh pemerintah daerah saat Hari Perhubungan Nasional (Harhubnas) tahun 2019.

Penilaian WTN meliputi lima bidang transportasi. Yaitu manajemen keselamatan jalan; jalan yang berkeselamatan; kendaraan yang berkeselamatan; perilaku pengguna jalan yang berkeselamatan; penaganan pra dan pasca kecelakaan yang cepat dan tanggap.

Selain itu, rendahnya angka kecelakaan kendaraan bermotor dan adanya inovasi transportasi pelajar serta SIM pengujian kendaraan bermotor menambah nilai dalam kelayakan Pemerintah Kota Probolinggo mempertahankan penghargaan tersebut.

“Kalau indikatornya lumayan banyak, meliputi semua bidang perhubungan dengann bobot persentase masing-masing. Seperti lalu lintas (20 persen), angkutan umum (15 persen), sarana transportasi darat (25 persen), prasarana transportasi darat (15 persen) dan bidang umum (25 persen),” ujar Kabid Lalu Lintas dan Angkutan Jalan Dinas Perhubungan Kota Probolinggo, Purwantoro Noviyanto.

 

Sinergi Antar Instansi

Menurut Purwantoro, saat paparan pada April 2019 lalu, diketahui tim penilai berasal dari Ditjen Perhubungan Darat Kemenhub, Mabes Polri, Kementerian PUPR (Pekerjaan Umum dan Penataan Ruang) dan pakar transportasi Indonesia.

Dan, hasilnya penerima sertifikat WTN sebanyak 145 kabupaten/kota; penerima Piala WTN Tanpa Catatan sebanyak 39 kabupaten/kota; Piala WTN dengan Catatan 38 kabupaten/kota.

Di Provinsi Jawa Timur, hanya ada 10 daerah penerima Piala WTN Tanpa Catatan. Yakni Kabupaten Banyuwangi, Kota Probolinggo, Kota Malang, Kota Surabaya, Kabupaten Jember, Kota Blitar, Kota Mojokerto, Kabupaten Lumajang, Kabupaten Ngawi dan Kabupaten Ponorogo.

“Dari semua aspek, Kota Probolinggo telah memenuhi tata kelola transportasi yang baik dan ada sinergitas dengan semua stakeholder perhubungan yang saling mendukung seperti Polres Probolinggo Kota khususnya Satlantas, Dinas PUPR, Dinas Kesehatan dan Jasa Raharja,” kata Purwantoro lagi.

Meskipun sudah menerima penghargaan WTN, Kota Probolinggo masih punya tantangan yang harus dihadapi. Seperti melakukan sosialisasi dan pendidikan lalu lintas terhadap perilaku masyarakat. Harapannya, agar masyarakt terus meningkatkan peran serta dalam membangun kebersamaan untuk mewujudkan ketertiban, kelancaran dan keselamatan lalu lintas dan angkutan jalan di Kota Probolinggo.

“Misalnya mematuhi rambu lalu lintas dan marka jalan, tidak melawan arah arus lalin, menggunakan helm bagi roda dua dan sabuk pengaman bagi roda empat, parkir sesuai pada tempatnya dan sebagainya,” imbuh alumni STPDN ini.

Tantangan lain di bidang transportasi, masih menurut Purwantoro, yaitu pengembangan traffic manajemen dan tata kelola transportasi massal melalui pemanfaatan teknologi menuju smart city.

Dishub setempat pun sudah mempersiapkan langkah menjawab tantangan yang dimaksud. Berupa peningkatan traffic manajemen dengan sistem intelligent traffic system, pengembangan jaringan smart PJU, penggunaan smart card pengujian kendaraan bermotor, dan rencana terhadap peningkatan transportasi angkutan pelajar menuju gratis dan angkutan Kota Probolinggo berbasis aplikasi.

 

Jadi Motivasi

Sementara itu, dihubungi secara terpisah, Wali Kota Habib Hadi menegaskan penghargaan ini akan menjadi motivasi Pemerintah Kota Probolinggo dan seluruh warga kota agar lebih menyadari ketertiban berlalu lintas.

“Memang banyak tantangan dan hal-hal yang harus kita perbaiki, karena ini berhubungan dengan budaya atau kebiasaan masyarakat. Karena sejatinya, WTN ini mendorong pemerintah daerah untuk lebih meningkatkan pelayanan kepada masyarakat di bidang transportasi,” ujar wali kota, yang menerima penghargaan didampingi Kepala Dishub Sumadi dan Kepala Dinas PUPR Amin Fredy.

Habib Hadi menuturkan, informasi yang ia terima dari OPD terkait, selama ini sistem lalu lintas di Kota Probolinggo yang diimbangi menurunnya angka kecelakaan lalu lintas serta angkutan yang tertib menjadi poin keberhasilan dalam membina tata kelola transportasi. Khususnya di bidang lalu lintas, angkutan jalan serta aspek penataan transportasi yang berkelanjutan berbasis kepentingan publik serta ramah lingkungan.

“Semoga dengan Piala WTN Tanpa Catatan ini bisa menginspirasi masyarakat untuk lebih disiplin dan tertib berlalu lintas dengan mengedepankan keselamatan bersama,” katanya.

“Tentunya, terima kasih kepada semua pihak, baik itu Polri atau Jasa Raharja sehingga prestasi ini bisa kita pertahankan bersama. Penghargaan bukan segala-galanya, tetapi bagaimana kita bisa menggandeng seluruh masyarakat untuk lebih disiplin dan tertib adalah yang utama. Probolinggo municipal administration has again made a national-level achievement in 2019. Probolinggo Mayor Hadi Zainal Abidin received the Wahana Tata Nugraha (WTN) Award on Sunday (15/9) for the 10th time with unqualified predicate. This was awarded thanks to the city’s efforts in carrying out good transportation governance.

Located at the Jakarta Convention Center, the Indonesian Minister of Transportation, Budi Karya Sumadi, presented the award to Mayor Habib Hadi. The award is based on the Decree of the Minister of Transportation of the Republic of Indonesia No. KM 180 in 2019 concerning the determination of cities/regencies and provinces as recipients of the 2019 WTN award.

This is the tenth WTN awards the city consecutively receives from 2008 to 2017. In 2014, it won the WTN Kencana. In 2018 there was no WTN award since the ministry started the WTN assessment with a new format during 2018 which was received by the regional government during the National Transportation Day (Harhubnas) in 2019.

The WTN assessment covers five areas of transportation including road safety management; safe path; safe vehicle; behavior of safe road users; rapid and responsive pre and post-accident handling.

Besides, the low number of motor vehicle accidents and the presence of student transportation innovations and motor vehicle testing licenses have added value in the feasibility of the Probolinggo municipal administration to maintain the award.

“The indicators are quite a lot, covering all transportation fields with their respective percentage weights. Such as traffic (20 percent), public transportation (15 percent), land transportation facilities (25 percent), land transportation infrastructure (15 percent) and public areas (25 percent),” said the Head of Traffic and Road Transportation division at Probolinggo City Transportation Agency, Purwantoro Noviyanto.

 

Synergy among Agencies

According to Purwantoro, during the exposure in April 2019, it was found out that the assessment team came from the Directorate General of Land Transportation of the Ministry of Transportation, National Police Headquarters, the Ministry of Public Works and Spatial Planning and Indonesian transportation experts.

And, the results are recipients of 145 WTN certificates/districts; recipients of the WTN Award with unqualified predicate as many as 39 regencies/cities; WTN Award with qualified predicate for 38 regencies/cities.

In East Java Province, only 10 regions are receiving WTN Award with unqualified predicate including Banyuwangi Regency, Probolinggo City, Malang City, Surabaya City, Jember Regency, Blitar City, Mojokerto City, Lumajang Regency, Ngawi Regency, and Ponorogo Regency.

“From all aspects, Probolinggo City has fulfilled good transportation management and there is synergy with all transportation stakeholders who support each other such as the City Probolinggo Police, especially the traffic division, Public Works Agency, Health Service and Raharja Services,” Purwantoro said again.

Despite receiving the WTN award, the city still has challenges that must be faced including holding dissemination and educating traffic on people’s behavior. It is expected that the community will continue to increase their participation in building togetherness to create order, smooth and safe traffic and road transportation in Probolinggo City.

“For example, obeying traffic signs and road markings, not against the direction of traffic flow, using helmets for two wheels and seat belts for four wheels, parking according to place and so on,” added this STPDN alumni.

Another challenge in the field of transportation, according to Purwantoro, is the development of traffic management and governance of mass transportation through the use of technology towards smart cities.

The local Transportation Agency has already prepared steps to answer the challenges in question. In the form of increased traffic management with an intelligent traffic system, the development of smart public lights networks, the use of motorized vehicle smart card testing, and plans to increase student transportation to free transportation and application-based Probolinggo City transportation.

 

WTN Award as Motivation

Meanwhile, contacted separately, Mayor Habib Hadi stressed that the award would motivate the Probolinggo municipal administration and all city residents to be more aware of traffic order.

“Indeed there are many challenges and things that we must improve because this is related to the culture or habits of the people. This award is encouraging local governments to further improve services to the public in the field of transportation,” said the mayor, who received the award accompanied by the Head of the Transportation Department of Sumadi and the Head of PUPR Office Amin Fredy.

Habib Hadi said based on the information he received from the relevant working units, the traffic system in the city, resulting in the decreasing number of traffic accidents and orderly transportation has become a point of success in fostering transportation management. Particularly, in the field of traffic, road transportation and aspects of structuring sustainable transportation based on public interests and environmentally friendly.

“Hopefully the award can inspire people to be more disciplined and orderly in traffic by promoting mutual safety,” he said.

“Of course, thank you to all parties, the National Police or Jasa Raharja so that we can maintain this achievement together. Appreciation is not everything, but how we can hold the whole community to be more disciplined and orderly is the priority. And also, keep innovating,” said Habib Hadi, Sunday evening.
