MAYANGAN – Pembahasan perubahan APBD (P-APBD) Tahun Anggaran (TA) 2019 dikebut oleh Badan Anggaran (banggar) DPRD Kota Probolinggo dan tim anggaran Pemerintah Kota setempat. Setelah dua hari membahas perubahan APBD hingga dini hari, DPRD langsung menggelar paripurna dengan agenda penyampaian saran dan pendapat banggar terhadap pembahasan rancangan peraturan daerah tentang P-APBD.

Pembahasan rancangan ini diawali penyampaian nota keuangan wali kota, kemudian pemandangan umum fraksi-fraksi serta jawaban wali kota atas pemandangan umum fraksi lalu dibahas dalam banggar. “Mekanisme ini untuk mengakomodir semaksimal mungkin kepentingan dan kebutuhan yang berkembang di masyarakat. Sehingga hasil pembahasan yang ditetapkan benar-benar mencerminkan aspirasi masyarakat Kota Probolinggo,” kata Wakil Ketua DPRD Fernanda Zulkarnain yang membacakan laporan banggar dalam paripurna, siang itu.

Fernanda menjelaskan, rangkuman tata perangkaan P-APBD tahun 2019 untuk pendapatan daerah ditargetkan sebesar Rp 34.847.313.960. Dengan rincian Pendapatan Asli Daerah (PAD) Rp 183.644.060.625; dana perimbangan Rp 721.906.741.124 dan lain-lain pendapatan daerah yang sah Rp 129.296.512.211.

Sedangkan belanja daerah diproyeksikan sebesar Rp 1.301.311.593.976. Untuk menutup defisit antara pendapatan dan belanja daerah diperlukan anggaran pembiayaan. Pada P-APBD anggaran pembiayaan ditarget pada sisi penerimaan pembiayaan Rp 266.464.280.015 yang diperoleh dari sisa lebih perhitungan anggaran (silpa) tahun lalu.

Setelah melalui berbagai tahapan pembahasan serta melalui kajian secara cermat serta dilandasi dasar hukum yang berlaku, maka banggar berkesimpulan raperda tentang P-APBD prosedur dan mekanisme pembahasannya telah memenuhi ketentuan perundang-undangan.

Saran banggar terkait pembahasan raperda tentang P-APBD antara lain pengadaan mobil ambulan sejumlah 18 unit, maka kekurangan 11 unit agar dianggarkan pada RAPBD tahun anggaran 2020. Pembangunan jalan protokol hendaknya didahulukan dari pada jalan lingkungan. Banggar juga menyarankan peningkatan kesejahteraan PTT dan GTT sebesar Rp 200 ribu.

Terkait gagalnya tender pada Disdikpora agar digeser Rp 200 juta untuk panjat tebing, sisanya untuk penerangan lampu stadion, paving dan pagar sekolah. “Kegiatan pengadaan komputer di sekolah harus ada standarisasi/spek teknis yang sama sehingga tidak ada perbedaan harga,” terang Fernanda.

Dalam rangka pengembangan wisata Pantai Permata Pilang berupa lapangan atau sirkuit, banggar mengharap dikaji lebih mendalam dan detail dari sisi teknis maupun standar kewenangan wilayah. Menyikapi usulan penambahan anggaran untuk kegiatan Hari Santri Nasional dan Unit Kantor Keimigrasian (UKK), banggar pun menyetujui sepanjang itu untuk kepentingan masyarakat.

Untuk selanjutnya, pembahasan P-APBD akan dilanjutkan paripurna dengan agenda penyampaian pendapat fraksi-fraksi, penyampaian pendapat akhir kepala daerah serta penetapan keputusan DPRD Kota Probolinggo terhadap raperda Kota Probolinggo tentang perubahan APBD TA 2019, Jumat (27/9) malam. The discussion of the revised local budget (P-APBD) of the 2019 Fiscal Year (TA) was accelerated by the Budget Board (Banggar) of the Probolinggo City House of Representatives (DPRD) and the city administration budget team. After two days of discussing revision in the APBD, the DPRD immediately held a plenary session with the agenda to submit the Budget Board suggestions and opinions to the discussion of the draft of regional regulation on P-APBD.

The discussion begins with the submission of the mayor’s financial memorandum, before a general view of the fractions as well as the mayor’s response to the general view of the fraction being discussed. “This mechanism is to accommodate as much as possible the interests and needs of the community. So, the results of the discussion that were determined truly reflect the aspirations of the people of Probolinggo City,” said Deputy Speaker of the DPRD Fernanda Zulkarnain who read the report of the board in plenary.

Fernanda explained, the summary of the 2019 P-APBD arrangement for regional income is targeted at IDR 34,847,313,960 with details of Regional Revenue (PAD) worth IDR 183,644,060,625; IDR 721,906,741,124 for balance funds and other valid regional income worth IDR 129,296,512,211.

The regional expenditure is projected at IDR 1,301,311,593,976. To cover the deficit between regional income and expenditure, a financing budget is needed. In the P-APBD, the financing budget is targeted at the side of financing receipts of IDR 266,464,280,015, which was obtained from the rest of the budget calculation (silpa) last year.

After going through various stages of discussion as well as through careful study and based on the applicable legal basis, the Budget Board concluded the draft regulation on P-APBD procedures and the discussion mechanism had met the provisions of the law.

The board’s suggestion related to the discussion of the draft regulation on P-APBD, among others, is the procurement of 18 units of ambulances, then a shortage of 11 units to be budgeted in the RAPBD of the 2020 fiscal year. The development of the main road should take precedence over the environmental road. The board also suggested an increase to Temporary Employee and Teacher PTT and GTT welfare by IDR 200 thousand.

Related to the failure of the tender for Disdikpora to be shifted IDR 200 million for rock climbing, the rest is for lighting stadium lights, paving and school fences. “Computer procurement activities in schools must have the same standard / technical specifications, so there would be no price gap,” explained Fernanda.

In the context of developing Permata Pilang Beach tourism in the form of fields or circuits, the board expects deeper and more detail on the technical side as well as regional authority standards. Responding to the proposed increase in the budget for the National Santri Day activities and the Immigration Office Unit (UKK), the board also agreed as long as it was for the benefit of the community.

Henceforth, the discussion of the P-APBD will be continued with the agenda of the submission of the factions’ opinions, the final opinion of the regional head and the determination of the Probolinggo City DPRD on the Probolinggo City draft regulation on the changes to the 2019 APBD on Friday (27/9).
