IMB Ruko Peringkat Tertinggi “Building Permit of Shop-House on Top Ranks”

               Kepala Badan Penanaman Modal dan Pelayanan Perizinan Soemantri menilai, perkembangan iklim investasi di Kota Probolinggo sangat baik. Ia melihat saat ini pembangunan dan minat pembelian ruko sangat tinggi dibanding tahun sebelumnya. Bahkan, banyak rumah yang berstatus IMB (izin mendirikan bangunan) rumah kini menjadi IMB ruko atau indekos.

               The head for Investment and Licensing Agency (BPMPP), Soemantri, thinks that the development of investment climate in Probolinggo city is very good. He sees that at the moment, the development and the will of buying shop-house (ruko). In fact, there are many houses which have a home building permit and now have shop-house or boarding house building permit.

               “Untuk pembangunan ruko tidak masalah dengan infrastrukturnya, karena bisa dibangun dimana saja. Ruko harus dibangun sesuai garis sepadan jalan. Hal ini berbeda dengan pabrik atau industri yang seharusnya dibangun di zona industri khusus,” ujarnya.

               “For the building a shop-house, the infrastructure has no problem since it can be built anywhere. It should be built based on the road line. This is different to building factory or industry which should be built at a special industrial zone,” he said.

               Menurut Soemantri, pertokoan di Kota Probolinggo semakin menyebar di wilayah Kecamatan Mayangan dan Kanigaran. “Yang ke selatan, baru satu dua,” sambungnya. Untuk perkembangan tahun ini sudah sampai ke barat atau Kademangan.

               According to Soemantri, the shops in the city have been wide spreading in Mayangan and Kanigaran district. “There is just one or two building in the southern region,” he continued. This year, the development has reached to the western of Kademangan district.         

               “Perkembangannya ini luar biasa. Probolinggo kan kota persimpangan berbagai daerah, barangkali kita ini jadi tempat persinggahan. Kalau ada yang mau ke Bromo, pasti membeli makanan atau keperluannya mampir ke kota dulu. Buktinya, sekarang di Jl Bromo mulai padat pertokoan dan travel agent,” jelas mantan Kepala Dinas Sosial ini.

               “The development is incredible. Probolinggo is an accessible city to other regions and it can be a transit city. For those who would like to go to Bromo Mountain, they must buy food or their necessities in the city. We can see that on Jl Bromo, there are many shops and travel agent,” said the former head for Social Services Agency.

               Berdasarkan pengamatan, perputaran ekonomi dan sasaran investasi mulai terpusat di banyak tempat. Di Jl Soekarno Hatta sudah didapati perbankan hingga pertokoan, Jl Dr Soetomo semakin ramai dengan pertokoan dan tempat hiburan, Jl Cokroaminoto pun kini sudah padat dengan pertokoan. Bahkan sekarang, Kota Probolinggo bakal punya hotel baru di Jl Dr Soetomo.    “Ya, di eks hotel Luxor nanti akan dibangun hotel tingkat lima. IMB sudah mulai,” tegas Soemantri saat ditemui di ruang kerjanya.

Ia pun menyambut positif dengan berdirinya tempat tersebut. Karena ia melihat, investor mulai melirik ramainya pelabuhan beberapa tahun ke depan. Soemantri pun optimis jika ekonomi dan investasi bakal meningkat seiring dengan perkembangan pelabuhan di Kota Probolinggo.

               Berdasarkan data BPMPP, tren pembangunan di Kota Probolinggo selama tiga tahun terakhir berbeda-beda. Tahun 2012 tren pembangunan permukiman, sedangkan tahun 2013 hingga sekarang tren ruko. “Ini berarti daya beli masyarakat banyak yang ke ruko. Perubahan tren itu bisa dilihat dari izin yang masuk ke kami,” tuturnya. Harga jual ruko di Kota Probolinggo berkisar di atas Rp 300 juta.

In 2012, the trend was settlements, in 2013 until 2014 many people start to build a shop-house. “It means the buying capability of the society is to buy shop-house. The changing of trend can be seen on our data of license,” he said. The selling price of a shop-house in Probolinggo city is about IDR 300,000,000.

               Kepala Bappeda Imanto menambahkan, jangan hanya melihat investasi dalam wujud besar (perusahaan) tetapi juga melihat banyaknya investasi menengah (permukiman dan pertokoan) yang tidak seluruhnya tercatat.

               “Dunia usaha mulai bermunculan, begitu juga perbankan. Ini artinya Kota Probolinggo adalah prospek. Pelabuhan pun demikian, menjadi daya tarik untuk orang yang ingin berinvestasi disana,” tegas Imanto. (fa)

               “Business is developing as is banking. It means that Probolinggo city is prospective. Even though, the harbor is getting people’s attention who’d like to invest,” said Imanto.
