Pemkot Serahkan Dokumen Bayi Kalia

KADEMANGAN –  Kalia Putri Bayangkari, yang lahir pada tanggal 27 Januari 2018 akhirnya punya lima dokumen kependudukan sekaligus. Rabu (21/2), Wali Kota Probolinggo Rukmini melalui Kepala Dinas Kependudukan Capil Tartib Gunawan menyerahkan dokumen tersebut kepada keluarga bayi Kalia. 

Dokumen yang dimaksud adalah Kartu Keluarga, Akta Kelahiran, Kartu Identitas Anak (atas nama Kalia dan kakaknya) dan KTP baru milik sang ibu, Karnilia (dari status kawin ke cerai hidup). Kini Kalia berusia 25 hari. Ia tumbuh sehat dan dirawat oleh ibu serta keluarga ibunya yang tinggal di Jalan Merbabu, Kelurahan Triwung Lor, Kecamatan Kademangan. 

Kalia tertidur pulas digendongan ibunya saat ada kunjungan dari Kepala Dispenduk Capil Tartib yang didampingi oleh Lurah Ketapang Moch Iksan, Babinsa dan Kabid Capil Imam Yuli. Kisah bayi Kalia ini sempat bikin geger Kota Probolinggo pada akhir bulan Januari lalu. Setelah Karnilia dikabarkan membuang bayinya di depan teras rumah tetangganya sendiri. Pada waktu itu polisi pun turun tangan untuk mencari tahu siapa orangtua bayi perempuan tersebut. 

“Ini (kunjungan dan penyerahan dokumen) merupakan bukti bahwa Negara hadir. Salah satu tugas kami memberikan identitas berupa penerbitan Nomor Induk Kependudukan (NIK) kemudian masuk KK dan KIA. Hak-hak si anak adalah kewajiban pemerintah memberikan perlindungan anak berupa dokumen kependudukan ini,” tegas Tartib. 

KIA milik Kalia dan kakaknya pun diserahkan langsung tanpa harus orangtuanya yang mengurus. Dan inilah bentuk perhatian serta kepedulian wali kota kepada warganya. Sebenarnya wali kota berencana menyerahkan sendiri tetapi karena ada kegiatan lain yang tidak bisa ditinggalkan maka diwakilkan kepada Kepala Dispenduk Capil. Hal ini bukan kali pertama wali kota meminta dinas terkait menyerahkan ke masyarakat, sebelumnya hal serupa juga pernah dilakukan. 

“Tidak peduli anak si A atau si B, semua harus mendapatkan hak identitas kependudukan. Tidak peduli siapapun, kita beri hak yang sama (identitas kependudukan). Hingga kini, Tartib mengaku sudah puluhan ribu menerbitkan KIA di Kota Probolinggo. 

Agus, kakak Karnilia menyambut hangat respon baik dari pemerintah kota ini. “Saya acungkan jempol kepada Bu Wali atas supportnya kepada warga dan mau turun langsung. Saya dan keluarga sangat berterimakasih atas penyerahan dokumen kependudukan kepada keponakan saya” tuturnya. (famydecta/humas)

 

Kalia Putri Bayangkari, who was born on January 27, 2018 finally has five population documents at once. On Wednesday (21/2), Probolinggo Mayor Rukmini through the Head of the Population Department, Tartib Gunawan handed over the documents to the family of baby Kalia.

The documents are Family Card, Birth Certificate, Child Identity Card (on behalf of Kalia and her brother) and the mother’s new identity card, Carnilia (from the status of marriage divorce). Now Kalia is 25 days old. She grew up healthy and being taken care of by his mother and family who lived on Merbabu Street, Triwung Lor Village, Kademangan District.

She was asleep, carried by her mother when there was a visit from Head of Dispenduk Capil Department, Tartib who was accompanied by Ketapang Village Chief Moch Iksan, Babinsa and Head of Capil Imam Yuli. The story of baby Kalia had made a commotion in Probolinggo City at the end of January after Karnilia was reportedly threw her baby in front of the terrace of her own neighbor’s house. At that time the police intervened to find out who the baby girl’s parents were.

“This (visit and submission of documents) is a proof that the government is around. One of our tasks is to provide an identity in the form of issuing the Population Identification Number (NIK) and then entering KK and KIA. The rights of the child are the obligation of the government to provide child protection in the form of this population document,” said Tartib.

KIA owned by Kalia and her brother were directly registered by the government. And this is the form of attention and concern of the mayor to the citizens. Actually the mayor planned to hand over herself but because there were other activities that could not be abandoned, she was represented by the Head of Dispenduk Capil Department. This is not the first time the mayor has asked related agencies to hand it over to the society directly.

“Whoever it is, all citizens must obtain residence identity rights. No matter who we are, we give the same rights (population identity). Until now, Tartib claimed that tens of thousands KIA had been issued in the city.

Agus, Karnilia’s sister warmly welcomed the good response from the city government. “I gave a thumbs up to the mayor for her support to the people and her willingness to go directly to the citizens. My family and I are very grateful for the submission of population documents to my niece,” he said.
